Notice of Making of Electricity Governance Amendment Rules (No. 51) 2007 and Notice of Reasons for Decision
-
Pursuant to section 172I of the Electricity Act 1992 (“Act”), I notify the amendment of the Electricity Governance Rules 2003 (“Rules”) under section 172H of the Act.
-
The empowering provision for the Electricity Governance Regulations in relation to which the amendment to the Rules is made is section 172D(1)(1)(a), (b) and (d) of the Act.
-
The amendment will require the pricing manager to publish demand half-hour metering information each trading day for each trading period of the previous trading day.
-
Pursuant to section 172Z(4) of the Act, the reason for my decision to amend the Rules is that the amendment will promote efficient and fair access to demand half-hour metering information. More widespread use of this information will facilitate better management of commercial positions for generators and retailers, and enable better analysis of wholesale prices.
-
These rules come into force on 1 June 2007.
-
Copies of the Rules may be inspected free of charge or purchased from the Electricity Commission, Level 7, ASB Bank Tower, 2 Hunter Street, Wellington.
The Rules can also be viewed on the Electricity Commission’s website:

For set top boxes, the cost benefit analysis addressing this proposal is now available for public comment on
www.eeca.govt.nz
As well as providing analysis of the costs and benefits of the proposal for both New Zealand and Australia, the report details the energy performance levels for set top boxes.
The test methods are covered in the standard AS/NZS 62087.
For external power supplies, the consultation regulatory impact statement (RIS) addressing the proposal is now available for public comment on
www.eeca.govt.nz
The RIS provides analysis of the costs and benefits of the proposal for both New Zealand and Australia.
A standard, AS/NZS 4665, has been published for test methods and energy performance of external power supplies.
If the proposals proceed, they will result in an amendment to the Energy Efficiency (Energy Using Products) Regulations 2002 (“the Regulations”).
The proposal for set top boxes is to call up AS/NZS 62087.2, as an amendment to Schedule 1 of the Regulations, effective from 1 April 2008.
The proposal for external power supplies is to call up AS/NZS 4665, as an amendment to Schedule 1 of the Regulations, effective from 1 April 2008.
More information about the proposal and copies of the above reports are now available on the Energy Efficiency and Conservation Authority (EECA) website
www.eeca.govt.nz
