Explanatory Note

This note is not part of the Instrument, but is intended to indicate its general effect.

This instrument, which comes into effect on 1 April 2007, amends a Ministerial direction and a number of welfare programmes under the Social Security Act 1964.

Schedule 1 adjusts certain rates, standard costs and limits to take into account a 2.63% increase in the Consumers Price Index.

Schedule 2 lists amendments to the:

• Home Help Programme to align the hourly rate with a 9.76% increase in the adult minimum wage;
• Special Transfer Allowance Programme 2000 to adjust average regional rents to reflect movements in rentals.

Revocation of Direction on Pathways Debt Recovery Suspension

To: The Chief Executive of the Ministry of Social Development.

Pursuant to section 5 of the Social Security Act 1964, the Minister for Social Development and Employment, by this instrument, which takes effect with the close of 29 April 2007, revokes the Direction on Pathways Debt Recovery Suspension given on 30 June 2002.*

Notice of Specified Amendments for the Purpose of the Social Security (Working for Families—Transitional Supplement) Regulations 2004

Pursuant to paragraph (b) of the definition of specified amendment in Regulation 5(1) of the Social Security (Working for Families—Transitional Supplement) Regulations 2004

(Working for Families—Transitional Supplement) Regulations 2004¹ (“the Regulations”), I give notice that the following Regulations, instruments or provisions are specified amendments for the purpose of the Regulations:

(a) Health Entitlement Cards Amendment Regulations 2007²;
(b) Income Tax (Family Tax Credit) Order 2006³; and
(c) Regulation 4 and Schedule 1 of the Social Security (Childcare Assistance) Amendment Regulations 2007⁴.
