Notice of Variation of a Scheduled International Air Service Licence

Further to a notice in the New Zealand Gazette, 27 September 2007, No. 106, page 2823, and pursuant to section 87J(6) of the Civil Aviation Act 1990, sections 28, 29 and 41 of the State Sector Act 1988, and a delegation from the Minister of Transport dated the 12th day of October 2004, I give notice that having received an application from Air New Zealand Limited, the Minister of Transport has varied the scheduled international air service licence held by that airline to provide for the right to operate three return services per week to Vancouver with any aircraft type.

The variation took effect from 1 November 2007.

Notification of Final Standard Terms Determinations for Telecom’s Unbundled Copper Local Loop Network and Telecom’s Unbundled Copper Local Loop Network Co-location Services Under the Telecommunications Act 2001

Pursuant to section 30M of the Telecommunications Act 2001, the Commerce Commission (“the Commission”) gives public notice that it has made and released its final standard terms determinations for Telecom’s unbundled copper local loop network and Telecom’s unbundled copper local loop network co-location services.

Notice of Exemption From Maritime Rules 40B.20 and 40B.21

I, John Norman Keith Mansell, General Manager Maritime Operations, Maritime New Zealand, being satisfied that the granting of this exemption will not breach New Zealand’s international obligations, and pursuant to sections 47(2)(b)(iv) and 47(2)(c) of the Maritime Transport Act 1994, hereby give notice as follows:

The owner and master of M/V Arahura (IMO 8201454) is exempt from the requirement in Rules 40B.20 and 40B.21 of Part 40B of the Maritime Rules in relation to Chapter III of SOLAS and the reduction of the number of operational lifeboats to one per side of the ship, subject to the following conditions:

  1. Actions must be taken to ensure the ship complies with Rules 40B.20 and 40B.21 at the owner’s earliest convenience and not later than 24:00* on 21 September 2007;
  2. the maximum number of passengers on board shall be limited to 500 during the period of this exemption;
  3. in the course of the voyage or voyages, the ship must not proceed more than 20 nautical miles from the nearest land; and
  4. the non-operational lifeboats and davits shall be clearly marked as being unserviceable.

The exemption from the provisions of Maritime Rules 40B.20 and 40B.21 shall remain in force until:

(a) one or more of the above conditions is not met;
(b) the ship undergoes major alteration;
(c) the ship operating limits are permanently changed;
(d) the ownership of the ship is changed;
(e) the exemption is revoked by the Director of Maritime New Zealand; or
(f) the expiry date;

whichever occurs first.

This exemption shall expire at 24:00* on 21 September 2007.

Revocation of Permanent Speed Uplifting Under Part 91 of the Maritime Rules

Pursuant to Rule 91.20 of the Maritime Rules, I, James Lott, Manager Recreational Boating, Maritime New Zealand, hereby revoke the permanent uplifting of the speed limit in place on the Urenui River, which comprises all that area of the river downstream of the footbridge and the total area of water at all stages of the tide between the northern and southern banks of the Urenui River to the mouth at the coast.
