  • photographic chemicals
  • polymers
  • refining catalysts
  • solvents
  • surface coatings and colourants
  • water treatment chemicals.

Hazardous substances covered by these Group Standards may be:

(a) new substances that are manufactured or imported into New Zealand for the first time; or

(b) substances that were notified as at 1 July 2001 under section 32 of the Toxic Substances Regulations 1979. These substances are commonly referred to as NOTS or notified toxic substances; or

(c) substances that are already approved under the Act, including substances that may have been previously transferred or approved under Part 5 of the Act.

Each Group Standard has been assigned a HSNO Approval Number. For a hazardous substance to be approved under a Group Standard it must meet the parameters set out in clause 4 of the Standard (Scope of the Group Standard). It is the responsibility of the manufacturer or importer of a substance to determine whether a substance complies with these parameters.

If a substance does not comply with the scope of a Group Standard, then an approval must be obtained under the Act before it can be imported or manufactured in New Zealand.

5 Conditions to Group Standards

Group Standards set conditions for the management of hazardous substances. These conditions are designed to manage any risk to people and the environment throughout the life-cycle of the substance. These include risks from manufacture or importation, storage and use, through to final disposal. Group Standards include conditions for:

  • product labelling
  • safety data sheets
  • site and storage requirements, including test certification and emergency management
  • approved handler and tracking
  • packaging
  • personal protective clothing and equipment
  • transportation
  • disposal
  • exposure limits
  • notification to the Authority.

Each Group Standard provides a period of "staged implementation" to allow persons dealing with hazardous substances time in which to comply with the new requirements. These transitional conditions include provisions for labelling, packaging, approved handler and emergency management.
