operate within the requirements of the dispatch Rules
by allowing a wider tolerance to compliance with
dispatch instructions; -
The system operator has advised that TrustPower’s
compliance has improved since the exemption was
granted; and -
Extending the exemption would allow the Commission
time to implement any Rule changes or other
mitigation measures that may result from its review
of the offer and dispatch Rules.

Notice of the Amendment of Exemption No. 21
Pursuant to Regulation 196 of the Electricity Governance
Regulations 2003, the Electricity Commission
(“Commission”) gives the following notice.
N o t i c e
- Title and commencement—(1) This notice is the
Electricity Governance Regulations (Exemption No. 21
(Alinta ENZ Limited)) Exemption Amendment Notice 2006.
(2) In this notice, the Electricity Governance Regulations
(Exemption No 21 (Alinta ENZ Limited)) Exemption Notice
2005* is called the principal notice.
(3) This notice comes into force on the day after the date on
which it is notified in the New Zealand Gazette.
- Amendment to principal notice—(1) The principal
notice provides for an exemption from the requirement to
comply with Rule 4.11 of Section III of Part G of the
Electricity Governance Rules 2003.
(2) The principal notice is amended by omitting the date on
which the exemption is stated to expire (1 April 2006) and
substituting 31 March 2007.

Reasons for amendment—The reasons for this
amendment are as follows: -
Most of the energy produced is used on-site and
the on-site processes require the operation of the
co-generation plant in conjunction with these
processes. Alinta is therefore unable to comply with
the Rule; -
The existing exemption has allowed Alinta to operate
within the requirements of the dispatch Rules by
allowing a wider tolerance to compliance with dispatch
instructions; -
The system operator has advised that Alinta’s
compliance has improved since the exemption was
granted; and -
Extending the exemption would allow the Commission
time to implement any Rule changes or other
mitigation measures that may result from its review
of the offer and dispatch Rules.

Land Transport Rule: Setting of Speed Limits 2003
Transit New Zealand Act 1989
*Amendment to Transit New Zealand Bylaw 2005/7
Maximum Speeds of Vehicles on State Highways
Pursuant to section 61 (3) of the Transit New Zealand Act
1989 and clause 2.6 of the Land Transport Rule: Setting of
Speed Limits 2003 (Rule 54001), Transit New Zealand
hereby amends the following bylaw.
Amendment
-
This amendment shall come into force 28 days after its
publication in the New Zealand Gazette. -
The Transit New Zealand (Maximum Speeds of Vehicles
on State Highways) Bylaw 2005/7* is hereby amended by:
(a) Replacing line 467, in Schedule 3 of that bylaw to read:
“On: SH58
At: Porirua
From RP 0/9.92 to RP 0/13.46
Distance from nearest Road/Feature
From 100m east of Paekakariki Hill Road to 140m
east of Postgate Drive.
Speed Restriction (km/h):
80”.
This bylaw was made by resolution passed at a meeting of
Transit New Zealand held in Wellington on the 7th day
of December 2005.

Notice is hereby given that, pursuant to Regulation 11 (3) of
the Heavy Motor Vehicle Regulations 1974, the Western
Bay of Plenty District Council has fixed the following
maximum weight and speed limits for heavy motor vehicles
and combinations including a heavy motor vehicle on the
bridges described hereunder:
Seales Road Bridge No. 211 Oropi
Maximum Weight on Any One Axle: 10,000kg
Maximum Speed: 30 km/h
Kaituna West Road Bridge No. 53 Maketu
Maximum Weight on Any One Axle: 7,000kg
