Notice of Making of a Recommendation and Assessment Concerning the Electricity Governance Rules 2003 – Rule Amendment Proposal No. 106, 2006

This notice of a recommendation and assessment concerning the Electricity Governance Rules 2003 (“Rules”), Rule Amendment Proposal No. 106, 2006, is issued by the Electricity Commission (“Commission”), established under the Electricity Act 1992 (“Act”), pursuant to section 172E (2) (c) of that Act.

Section 172E (2) (c) of the Act provides that, no later than 10 working days after making a recommendation concerning the Rules to the Minister of Energy, the Commission must publicise the recommendation and the assessment completed under section 172F of the Act.
Recommendation
- On 7 December 2006, the Commission made a recommendation that amendments be made to the definition of “synchronised” in part A (Interpretation) and to Rule 3.6.3.3 in section II of part G of the Rules.
Recommended Amendments to the Rules

The recommended amendments to the Rules clarify that asynchronous generators are not exempt from the obligation to contribute to voltage and frequency management and that intermittent generators, like other generators, must purchase must-run auction rights to price their electricity at $0.00.

Hazardous Substances and New Organisms Act 1996
Notice of Approval of Code of Practice
Pursuant to section 79 (5) of the Hazardous Substances and New Organisms Act 1996, the Environmental Risk Management Authority advises that it has approved a Code of Practice for Filling of Below Ground Petrol Tanks by Pumping.
This code is intended to provide a means of compliance with clause 35A of Schedule 8 of the Hazardous Substances (Dangerous Goods and Scheduled Toxic Substances) Transfer Notice 2004.
This code can be inspected at the Wellington office of ERMA New Zealand, Level One, BP House, 20 Customhouse Quay, Wellington, or can be downloaded from the ERMA New Zealand web site:

Land Transport Rules
In accordance with section 161 (2) of the Land Transport Act 1998, Land Transport New Zealand, on behalf of the Minister of Transport, gives notice of the Minister’s intention to make a Rule that proposes amendments to Land Transport Rule: Frontal Impact 2001 (Rule 32006) (“the Frontal Impact Rule”) and advises that draft Land Transport Rule: Frontal Impact Amendment [2007] (Rule 32006/3) is available for public comment.
The main purpose of the proposed amendment Rule is to put in place an improved system for the entry into New Zealand (subject to their meeting specified conditions) of some vehicles that do not comply with an approved frontal impact standard, as required by the Frontal Impact Rule.
The categories of vehicles concerned are vehicles brought in by immigrants and returning New Zealand citizens and residents, unique collectable vehicles, motor sport vehicles, and passenger vehicles with a gross vehicle mass of more than 2,500kg.
Amendments are also proposed to update terminology and definitions in the Frontal Impact Rule as a consequence of changes to other legislation, including other Rules.
