Pursuant to section 72I (3A) of the Civil Aviation Act 1990, I, Owen Olls, Airworthiness Specialist, acting under a delegation
from the Director of Civil Aviation, hereby issue the following airworthiness directives in respect of aircraft or aeronautical

Applications for Reconsideration
Notice of Making of Electricity Governance
Amendment Rules (No. 47) 2006 and Notice of
Reasons for Decision
On 11 December 2006 and 13 December 2006, ihug Limited
(“ihug”) and Callplus Limited (“Callplus”), respectively,
each filed an application with the Commerce Commission
(“the Commission”) for reconsideration of Decision 582,
under section 59 of the Telecommunications Act 2001
(“the Act”).
Decision 582 was issued on 22 June 2006 and relates to the
designated access service of “access to and interconnection
with Telecom’s fixed PDN”.
The parties to the determination were Telecom Corporation
of New Zealand Limited (“Telecom”), ihug and Callplus.
The Commission has requested that Telecom and Callplus
provide written comment on the ihug application to the
Commission by Friday, 15 December 2006 at 5.00 p.m.
The Commission has requested that Telecom and ihug
provide written comment on the Callplus application to the
Commission by Wednesday, 20 December 2006 at 5.00 p.m.

Pursuant to section 172I of the Electricity Act 1992
(“Act”), I notify the amendment of the Electricity
Governance Rules 2003 (“Rules”) under section 172H of
the Act. -
The empowering provisions for the Electricity
Governance Regulations, in relation to which the
amendments to the Rules are made, are sections 172D (1) (3)
and 172D (1) (4) of the Act. -
The amendments are to the definition of “synchronised”
in Part A (Interpretation) and to Rule 3.6.3.3 in section II of
Part G of the Rules. -
Pursuant to section 172Z (4) of the Act, the reasons for
my decision to amend the Rules are to:
(a) clarify that asynchronous generators are not exempt
from the obligation to contribute to voltage and
frequency management; and
(b) clarify that intermittent generators (i.e. wind
generators), like other generators, must purchase
must-run auction rights to price their electricity
at $0.00.

These rules come into force on 1 March 2007.
