Electricity (Levy of Industry Participants) Regulations 2005
Notice of Reconciled Annual Levy Rates for the Financial Year Ending 30 June 2006
This notice of the Reconciled Annual Levy Rates for the financial year ending 30 June 2006, is issued by the Electricity Commission (“Commission”) pursuant to Regulation 11 (1) (c) of the Electricity (Levy of Industry Participants) Regulations 2005 (“Regulations”).
The Regulations came into force on 21 April 2005.
The Regulations impose levies on generators, purchasers and distributors for the costs of the Commission performing its functions, duties and powers under the Electricity Act 1992 from 1 July 2004.
The Regulations provide that each generator, purchaser or distributor is liable to pay a levy to the Commission.
The Commission collects the levy on behalf of the Crown.
Regulation 7 specifies the Commission must calculate the annual levy rates using estimated Commission costs, estimated quantities of electricity generated, purchased or conveyed, and an estimated number of consumer connections.
Regulations 11, 12, and 13 set out how the levy is to be reconciled after the end of a financial year on the basis of the Commission’s actual costs, actual quantities of electricity generated, purchased or conveyed, and the actual number of consumer connections.
Reconciled Annual Levy Rates for the Financial Year Ending 30 June 2006
The Commission has calculated the reconciled annual levy rates for the financial year ending 30 June 2006 in accordance with Regulation 11.
The reconciled annual levy rates for that period are as follows:

Environmental Risk Management Authority
Hazardous Substances and New Organisms Act 1996
Notice of Approval of Hazardous Substance in Special Emergency
Pursuant to section 49H of the Hazardous Substances and New Organisms Act 1996 (“HSNO Act”), the Environmental Risk Management Authority hereby gives notice that on 1 December 2006, it approved an application for the manufacture and use of Imidacloprid 175 suspension, a hazardous substance necessary for use in a special emergency declared under section 49B of the HSNO Act.
The special emergency to which the approval relates is the incursion of the varroa bee mite Varroa destructor into the South Island as declared by the Minister for Biosecurity on 18 September 2006.
The application was approved pursuant to section 49F of the HSNO Act, with the following controls:
- the substance may only be used in accordance with the management plan specified by the applicant; and
- the approval takes effect on 1 December 2006 and expires on 30 June 2007.
