Notification of Approval of the Telecommunications
Carriers’ Forum Draft Code for the Transfer of
Telecommunications Services

On 12 October 2006, the Commerce Commission, pursuant
to Schedule 2 of the Telecommunications Act 2001
("the Act"), approved the Telecommunications Carriers’
Forum Draft Code for the Transfer of Telecommunications
Services ("The Customer Transfer Code").

A copy of the Customer Transfer Code is available on the
Telecommunications Carriers’ Forum web site at:

Pursuant to clause 16 of Schedule 2 of the Act, the
Commerce Commission gives public notice of its approval.

Electricity Act 1992

Notice of Making of Electricity Governance
Amendment Rules (No. 43) 2006 and Notice of
Reasons for Decision

  1. Pursuant to section 172I of the Electricity Act 1992
    ("Act"), I notify the amendment of the Electricity
    Governance Rules 2003 ("Rules") under section 172H of
    the Act.

  2. The empowering provision for the Electricity
    Governance Regulations, in relation to which the
    amendment to the Rules is made, is section 172D (1) (1) of
    the Act.

  3. The amendment is to clause 20 of Schedule C4 of Part C
    of the Rules to require the system operator to use reasonable
    efforts to publish all temporary security constraints except
    frequency-keeping constraints, within 10 minutes of their
    being applied. This information will be published on the
    electricity industry information system.

  4. Pursuant to section 172Z (4) of the Act, the reasons for
    my decision to amend the Rules are that:

(a) it increases the certainty about which information
will be published; and

(b) electronic publication offers efficiency benefits for
both the system operator and market participants.

  1. These rules come into force on 13 December 2006.

  2. Copies of the Rules may be inspected free of charge or
    purchased from the Electricity Commission, Level Seven,
    ASB Bank Tower, 2 Hunter Street, Wellington. The Rules
    can also be viewed on the Electricity Commission web site:

Proposal to Make Regulations for Mandatory
Energy Performance Labelling

Pursuant to section 36 of the Energy Efficiency and
Conservation Act 2000, the Minister of Energy gives the
following notice.

The Minister of Energy proposes to recommend to Cabinet
that Schedule 2 of the Energy Efficiency (Energy Using
Products) Regulations 2002 be amended to update the
standards for dishwashers and washing machines.

A period of public consultation on the proposed Regulations
is also notified and details are given below.

The proposed amendments are to update the current
standards for mandatory energy rating labelling for both
dishwashers and washing machines and replace them with
the following:

● AS/NZS 2007.1:2005 Performance of household
electrical appliances – Dishwashers – Part 1 Methods
for measuring performance, energy and water
consumption;

● AS/NZS 2007.2:2005 Performance of household
electrical appliances – Dishwashers – Part 2 Energy
efficiency labelling requirements;

● AS/NZS 2040.1:2005 Performance of household
electrical appliances – Clothes washing machines – Part
1 Energy consumption and performance; and

● AS/NZS 2040.2:2005 Performance of household
electrical appliances – Clothes washing machines – Part
2 Energy efficiency labelling requirements.

It is proposed the amendments will come into force on
1 April 2007.

The proposed Regulations will include standby energy
consumption in the calculations for the energy rating labels
for dishwashers and clothes washing machines. It will
ensure alignment of standards with Australia, in accordance
with the Trans-Tasman Mutual Recognition Arrangement,
and ensure the energy rating labels for these products
accurately reflect their energy consumption, including
standby.

Written submissions on the proposed Regulations are invited
from members of the public and interested organisations.
The last date on which the Energy Efficiency and
Conservation Authority (EECA) will receive written
submissions on the proposed Regulations is Friday,
10 November 2006 by 5.00 p.m.
