Explanatory Note
This note is not part of this notice, but is intended to indicate its general effect.
This notice identifies certain allowances as allowances to which section 307AB of the Education Act 1989 ("the Act") applies. It also declares that certain allowances and agreements under section 139E of the Act are bonded scholarships.
Identification as allowances under section 307AB of the Act allows the Chief Executive of the Ministry of Social Development to require institutions and private training establishments to supply information pursuant to sections 226A and 238B of the Act in order to verify any person’s entitlement to those allowances and the amount they are entitled to.
Each allowance or agreement that has been declared to be a bonded scholarship is able to be recovered under the Student Loan Scheme Act 1992 in accordance with the terms of the scholarship.

By resolution of the Auckland Regional Council at its meeting held on 25 September 2006, and pursuant to section 24 of the Local Government (Auckland) Amendment Act 2004, the council reappointed
Dr Joce Jesson
as a director of Auckland Regional Holdings for a term commencing 1 October 2006 to 30 June 2008; and
Peter Hubscher
as a director of Auckland Regional Holdings for a term commencing 1 October 2006 to 30 June 2009.

Civil Aviation Rules—Notification of Proposal to Make Ordinary Rules
In accordance with section 34 (1)(a) of the Civil Aviation Act 1990, the Minister of Transport hereby gives notice of her intention to make the following ordinary Civil Aviation Rules:
Part 135—Air Operations – Helicopters and Small Aeroplanes – The purpose of this rule making proposal is to raise the minimum flight time experience for pilots conducting air operations under Instrument Flight Rules (IFR) and clarify the requirements for consolidation flight time on different makes and models of aircraft. The proposed amendments provide a graduated scale for CAR Part 135 pilot experience requirements according to the complexity of the operation (NPRM 07-04, CAA Docket 6/CAR/3).
Consequential Amendments:
- Part 61—Pilot Licences and Ratings
- Part 119—Air Operator – Certification
