  1. This notice shall come into force the day after its
    publication in the New Zealand Gazette.

  2. I hereby establish in Putaruru, a Years 1-13 composite
    school called Te Kura o Te Kaokaoroa o Patetere and
    designate the school as a designated character school.

  3. Te Kura o Te Kaokaoroa o Patetere will operate with the
    following aims, purposes and objectives which will together
    constitute its designated character:

(i) Te Kura o Te Kaokaoroa o Patetere will provide a
unique educational opportunity for its rohe
encompassing Ngāti Raukawatanga in all aspects
of its operation. To this end it will require all staff
and curriculum of the school to honour the aims,
purposes and objectives set out in the proposed
school’s charter.\n
(ii) Te Kura o Te Kaokaoroa o Patetere will offer an
education that is based on whanaungatanga
principles, with bilingual and bicultural staff that
have relevant expertise, qualifications and experience
and are knowledgeable about Māoritanga and can
incorporate it into their work.

(iii) Te whānau o Te Kura o Te Kaokaoroa o Patetere
believes that our children are our taonga, to be
treasured and treated as unique human beings.

(iv) The curriculum, resources and teaching personnel of
Te Kura o Te Kaokaoroa o Patetere will honour the
aims, purposes and objectives set out in the charter.

(v) The seven essential learning areas of the curriculum
will be taught in an environment permeated by wairua
Māori. Manaakitanga and whakawhanaungatanga will
underpin all activities of the kura.

(vi) The cultural, spiritual and intellectual property of
Te Kura o Te Kaokaoroa o Patetere will be the
framework of the kura curriculum. The revitalisation
of te reo and tikanga of Māoritanga will be
pre-eminent.

Constitution of the Establishment Board of Trustees

  1. The Board of Trustees of Te Kura o Te Kaokaoroa o
    Patetere shall be comprised of:

(a) five people appointed by the Minister of Education;

(b) the principal or principal designate; and

(c) not more than four people co-opted by the board.

Alternative Constitution for the Combined Board
of Sir Edmund Hillary Collegiate Senior School
(97), Sir Edmund Hillary Collegiate Middle School
(1217) and Sir Edmund Hillary Collegiate Junior
School (1251)

Pursuant to section 105A of the Education Act 1989,
I hereby amend the notice published in the New Zealand
Gazette, 31 May 2001, No. 55, page 1249.

Membership of the Board

  1. The combined board of trustees of Sir Edmund Hillary
    Collegiate Senior School (97), Sir Edmund Hillary
    Collegiate Middle School (1217) and Sir Edmund
    Hillary Collegiate Junior School (1251) (“the three
    schools”) will be made up of the following people:

● Six parent representatives (being two from each of the
three schools);
● one principal;
● one staff representative;
● one student representative;
● one person appointed by the Council of Manukau
Institute of Technology;
● one person appointed by the Secretary of Education;
and
● up to two co-opted trustees.

Parent Representatives

  1. A separate election for each school’s parent
    representatives shall be held, with the representatives
    being nominated and elected in accordance with sections
    96 (1) and (2) of the Education Act 1989 (“the Act”) and
    the Education (School Trustees Election) Regulations
    2000 (“Election Regulations”) with any necessary
    modifications.

  2. A candidate who is elected by the eligible voters at more
    than one of the three schools must indicate within five
    working days of the final election result being declared
    which school he or she is to represent as trustee. If such
    a choice is not declared, the previous chairperson of the
    board may make that choice on his or her behalf.

  3. In the event that a candidate referred to in clause 3 of
    this notice advises the returning officer that s/he no
    longer wishes to represent a school for which s/he has
    been elected, or that a choice has been made on her/his
    behalf under clause 3 of this notice, the next highest
    polling candidate in respect of that school will be
    declared as elected.

  4. Casual vacancies for all elected trustees will arise in
    accordance with section 104 of the Act, and will be filled
    in accordance with section 105 of the Act.

  5. Elections required under this notice will be carried out
    under the Election Regulations by a returning officer
    appointed by the board.

Staff Representative and Student Representative

  1. The staff representative and student representative will
    be elected in accordance with sections 97 (1) and (2) and
    section 101 of the Act, and the Election Regulations.

Principal Membership

  1. The principals must by mutual consent appoint one of
    their number as a trustee to vote on their behalf at
    meetings of the board. The term of appointment will be
    on an agreed rotating basis. The board will be informed
    of the voting principal prior to each regular meeting and
    the board is entitled to rely upon that notice and is not
    required to take any steps to validate the appointment or
    the term. In the absence of a new notification, the
    immediately previous appointee will continue in office.

Appointed Trustees

  1. The appointment of appointed trustees is solely at the
    discretion of the appointing bodies.

  2. Vacancies for appointed trustees must be notified
    promptly by the board to the appointing bodies and such
    vacancies will be filled by appointment in the same
    manner as the vacating trustee was appointed for the
    residue of the term of the vacating trustee.

Term of Office

  1. The term of office of the trustees on the board and
    the process for fixing triennial election dates will be in
    accordance with sections 101 and 102 of the Act.
    In addition, all provisions under Part 9 of the Act and
    the Sixth Schedule of the Act with regard to the election
    of trustees will apply.
