Applications for Pricing Review

On 9 December 2005, the Commerce Commission
(“Commission”) made a determination, under section 27 of
the Telecommunications Act 2001 (“the Act”), on the
TelstraClear Application for Determination for Designated
Access Services (including Private Office Networking)
(“Decision 563”).

Pursuant to section 44 (d) of the Act, the Commission gives
public notice that it has received the following pricing
review applications made pursuant to section 42 of the Act:

(a) An application dated 22 December 2005 from
TelstraClear Limited regarding the method for
calculating standard retail price and the wholesale
discount determined by the Commission in respect
of the services to be supplied to TelstraClear under
Decision 563; and

(b) an application dated 9 January 2006 from Telecom
New Zealand Limited regarding the wholesale
discount determined by the Commission in respect
of the services to be supplied to TelstraClear under
Decision 563.\n
Comments from Telecom and TelstraClear on both
applications are due by close of business on 25 January
2006.

British Settlements Act 1887

Officer of the Government of Ross Dependency Appointed

SILVIA CARTWRIGHT, Governor-General

Background:

A. An Order in Council dated 30 July 1923*
(“the order”) made under the British Settlements Act
1887 (UK) appoints the Governor-General of
New Zealand to be the Governor of the Ross
Dependency (“the Governor”) and vests in the
Governor certain powers:

B. The order empowers the Governor to make rules and
regulations for the peace, order, and good
government of the Dependency:

C. Regulations made by the Governor on 14 November
1923† provide that all persons appointed by the
Governor may be empowered to do such things as
may be necessary or desirable to ensure that the laws
in force in the Dependency are duly observed and
complied with in every respect, and to do all things
necessary or expedient for the peace, order, and good
government of the Dependency, and to safeguard and
preserve Her Majesty’s rights and sovereignty over
and in respect of the Dependency:

D. It is now expedient that Catherine Emma Reid be
appointed an officer of the Government of the
Dependency:

Now therefore I, Dame Silvia Cartwright, the Governor-
General of New Zealand, and as such the Governor of the
Dependency, appoint

Catherine Emma Reid

to be an officer of the Government of the Dependency while
she acts as Senior New Zealand Representative at Scott Base
during the period beginning with this appointment and
ending with the close of 28 February 2008:

I confer on Catherine Emma Reid, while she holds office as
an officer of the Government of the Dependency, all the
powers exercisable in New Zealand by a Justice of
the Peace, and also the powers exercisable in New Zealand
by a Coroner:

Catherine Emma Reid is to exercise her functions at such
places within the Dependency as may be directed by an
officer of the Government of the Dependency who has the
general executive and administrative authority in preserving
Her Majesty’s rights and sovereignty and the laws in force
in the Dependency.

As witness the hand of Her Excellency the Governor-
General as the Governor of the Ross Dependency,
this 22nd day of December 2005.

Act 1994:

Plans for Noxious Liquid Substances

Comments should be made by 10 March 2006.

Declaration Under the Submarine Cables and Pipelines Protection Act 1996

Whereas, pursuant to section 441 of the Maritime Transport
Act 1994, the Minister of Transport did delegate those
powers under section 12 (6) of the Submarine Cables and
Pipelines Protection Act 1996 to Maritime New Zealand by
an Instrument of Delegation dated 19 March 1997.

And whereas, pursuant to section 442 of the Maritime
Transport Act 1994, Maritime New Zealand did delegate
