Notice of Making of a Recommendation
Concerning the Electricity Governance Rules
2003 – Rule Amendment Proposal No. 7

This notice of a recommendation concerning the Electricity
Governance Rules 2003 (“the Rules”), Rule Amendment
Proposal No. 7 is issued by the Electricity Commission
(“Commission”), established under the Electricity Act 1992
(“Act”), pursuant to section 172E (2) (c) of that Act.

Section 172E (2) (c) provides that, no later than 10 working
days after making a recommendation concerning the Rules
to the Minister of Energy, the Commission must publicise
the recommendation and the assessment completed under
section 172F of the Act.

Recommendation
The Commission made a recommendation that the defined
terms of Part A, Rules 3.5, 5.1 to 5.6, and 10.2 to 10.5 of
section III of Part G and Schedule G6 of Part G of the Rules
be amended, reliant on section 172F(3), on 16 February
2005.

Section 172F (3) provides that the Commission is not
required to comply with section 172F (1) if it is satisfied
that the effect of the recommendation is minor and will not
adversely affect the interests of any person in a substantial
way.

Accordingly, no such assessment has been carried out under
section 172F (1) of the Act.

Recommended Amendment to the Rules
The recommended amendment to the Rules was the HVDC
component flow and risk offset information be published
(to purchasers and generators) for each respective trading
period of the “Pre-dispatch Schedule” and the “Schedule of
Dispatch Prices and Quantities”.

The primary effect of publishing this information is to
facilitate more accurate forecasting of the potential
constraints on Benmore power station.

This in turn facilitates more efficient management of hydro
resources, leading to potentially reduced national electricity
dispatch costs.

Primarily, the amendment to the Rules involves:

  • Defining the terms, and the information to be specified
    by the terms, “HVDC component flows” and “HVDC
    risk offsets” in Part A of the Rules;
  • Adding the newly defined terms to the relevant Rules
    regarding preparation and publication of pre-dispatch
    and dispatch Schedules in section III, Part G; and
  • Amending Schedule G6, Part G, of the Rules in
    accordance with the above changes.

This notice of a recommendation concerning the Electricity
Governance Rules 2003 (“the Rules”), Rule Amendment
Proposal No. 29 is issued by the Electricity Commission
(“Commission”), established under the Electricity Act 1992
(“Act”), pursuant to section 172E (2) (c) of that Act.

Section 172E (2) (c) provides that, no later than 10 working
days after making a recommendation concerning the Rules
to the Minister of Energy, the Commission must publicise
the recommendation and the assessment completed under
section 172F of the Act.

Recommendation
The Commission made a recommendation that Rules 6.11,
6.12, 6.13, 6.14 and 6.16 of section II of Part G of the
Rules be amended in reliance on section 172F (3) (effect of
recommendation is minor) on 17 February 2005.

Section 172F (3) provides that the Commission is not required
to comply with section 172F (1) (which relates to assessment)
if it is satisfied that the effect of the recommendation is
minor and will not adversely affect the interests of any
person in a substantial way.

In reliance on section 172F (3), no such assessment has been
carried out under section 172F (1) of the Act.

Recommended Amendment to the Rules
The recommended amendments to the Rules allow embedded
generators to revise their reserve offers up to 30 minutes
before the trading period and to clarify the Rules.

Land Transport Rule: Traffic Control Devices
2004 – “Roundabout Give-way Combination”
Traffic Sign

Pursuant to subclause 4.4 (4) of Land Transport Rule:
Traffic Control Devices 2004, made under section 152 of
the Land Transport Act 1998, I, Wayne Patrick Donnelly,
Director of Land Transport, authorise the installation and
maintenance of the regulatory sign combination described in
the Schedule to this notice.

The sign combination may be used as an alternative to the
R2-3 “Give-way roundabout” sign.
