Pursuant to section 72I (3A) of the Civil Aviation Act 1990, I, John Douglas Stanton, Continuing Airworthiness Specialist,
acting under a delegation from the Director of Civil Aviation, hereby issue the following airworthiness directives in respect
of aircraft or aeronautical products:

Electricity Act 1992
Notice of Making of Electricity Governance Amendment Rules (No. 19) 2005 and Notice of Reasons for Decision

Pursuant to section 172I of the Electricity Act 1992,
I notify the amendment of the Electricity Governance Rules
2003 ("the Rules") under section 172H of the Electricity
Act 1992. -
The empowering provisions for the electricity
governance regulations in relation to which the Rules are
made are sections 172D (1) (1) (c) and (d) of the Electricity
Act 1992. -
A brief description of the nature of the amendment
follows:
HVDC component flow and risk offset information will
be published in the "Pre-dispatch Schedule" and the
"Schedule of Dispatch Prices and Quantities". The
primary effect of publishing this information is to
facilitate more accurate forecasting of the potential
constraints on Benmore power station. This in turn
facilitates more efficient management of hydro
resources, leading to potentially reduced national
electricity dispatch costs.

The amendment is made in reliance on section 172F (3)
of the Electricity Act 1992. -
Pursuant to section 172Z (4) of the Electricity Act 1992,
the reasons for my decision to amend the Rules are that:
- the amendment facilitates lower national dispatch cost
through more efficient use of the available water.

These Rules come into force on 2 May 2005.

purchased from the Electricity Commission, Level Seven,
ASB Bank Tower, 2 Hunter Street, Wellington.

I notify the amendment of the Electricity Governance Rules
2003 ("the Rules") under section 172H of the Electricity
Act 1992. -
The empowering provisions for the electricity
governance regulations in relation to which the Rules are
made are sections 172D (1) (1) (c) and (d) of the Electricity
Act 1992. -
A brief description of the nature of the amendment
follows:
Those embedded generators which are required to
offer, will be able to amend their reserve offers up
to 30 minutes prior to the trading period. The primary
effect of this change is to allow such embedded
generators to more accurately match their total offered
quantities to their actual available quantities. Other
minor amendments clarify the Rules.

The amendment is made in reliance on section 172F (3)
of the Electricity Act 1992. -
Pursuant to section 172Z (4) of the Electricity Act 1992,
the reasons for my decision to amend the Rules are that:
