Direction in Relation to Special Benefit Amendment
(No. 3) 2005
To: The Chief Executive of the Ministry of Social
Development.
Pursuant to section 5 of the Social Security Act 1964, the
Minister for Social Development and Employment makes
the following amendment to the Direction in relation to
Special Benefit given on 10 February 1999.

Amendment
- Title—(1) This amendment is the Direction in relation to
Special Benefit Amendment (No. 3) 2005.
(2) In this amendment, the Direction in relation to Special
Benefit is called “the direction”.

Commencement—This amendment comes into effect
on 1 July 2005. -
Clause 3.2 revoked—Clause 3.2 of the direction is
revoked. -
Savings—Despite anything in clause 3, you should
continue to pay a special benefit to an applicant who was
receiving a special benefit in accordance with clause 3.2 of
the direction immediately before 1 July 2005 as if that
clause were still in effect, until you consider the fixing of a
special benefit in accordance with that clause is no longer
justified.\n
Explanatory Note
This note is not part of the amendment, but is intended to
indicate its general effect.
This amendment revokes clause 3.2 of the direction in
relation to special benefit (which relates to additional
accommodation costs for certain beneficiaries who are
engaged in training away from their home) on 1 July 2005.
A savings provision continues special benefits for people
receiving them in accordance with this clause immediately
before that date.

Notice of Variation of a Scheduled International
Air Service Licence
Pursuant to section 87Q (4) of the Civil Aviation Act 1990,
sections 41 (1) and 42 of the State Sector Act 1988, and
a delegation from the Secretary for Transport dated
22 September 2004, I give notice that John Gibson Bradbury,
Deputy Secretary Access and Services in the Ministry of

Transport, has, having received an application from Thai
Airways International, varied the terms of the airline’s
scheduled international air service licence in order that the
airline might:
(a) operate services in the New Zealand–Thailand
market as filed with and acknowledged by the
Secretary for Transport;
(b) provide code-share services, as the marketing carrier
in an arrangement with a New Zealand designated
carrier, as filed with and acknowledged by the
Secretary for Transport; and
(c) operate up to 12 services per week with any aircraft
type for the carriage of third-country traffic.
This variation will take effect on 1 July 2005.

Notice of Approval Given Pursuant to Section
158 (1) (b) of the Crown Entities Act 2004
On and from 25 June 2005, being the expiry date of the
grace period set out under section 195 of the Crown Entities
Act 2004, take notice that I, The Honourable Dr Michael
John Cullen, Minister of Finance, pursuant to section
158 (1) (b) of the Crown Entities Act 2004, hereby approve
Crown entities (as that term is defined in the Crown Entities
Act 2004) to establish, maintain and operate bank accounts
at TSB Bank Limited on the condition that:
(a) TSB Bank Limited’s credit rating by Standard
& Poor’s does not fall below the existing level
of "BBB-" or be "BBB-" and become subject to
credit watch with negative implications; and
(b) TSB Bank Limited complies with its conditions of
registration imposed under section 74 of the Reserve
Bank of New Zealand Act 1989.

160 (1) (b) of the Crown Entities Act 2004
Pursuant to section 160 (3) of the Crown Entities Act 2004,
I, The Honourable Dr Michael John Cullen, Minister of
Finance, hereby give notice that:
On 27 June 2005, we, The Honourable Dr Michael John
Cullen, Minister of Finance, and The Honourable Trevor
Colin Mallard, Minister of Education, gave approval,
under section 160 (1) (b) for Crown entities (as that term
is defined in the Crown Entities Act 2004), to hold debt
securities denominated in New Zealand dollars issued by
TSB Bank Limited on the condition that:
(a) TSB Bank Limited’s credit rating by Standard
& Poor’s does not fall below the existing level
of "BBB-" or be "BBB-" and become subject to
credit watch with negative implications; and
(b) TSB Bank Limited complies with its conditions of
