How Parties Give Notice
A notice may be given by mail, courier, facsimile or email, or it can be delivered by hand to the Commission’s office.
Contents of Notice
Under section 70C, every notice given to the Commission must state, among other things:
(a) the full name of the political party; and
(b) the name and address of the person providing the notice and the capacity in which he or she provides the notice; and
(c) where the person providing the notice is not the secretary of the political party, the name and address of the secretary of the political party;
...
(e) details of any relationships that may exist between that political party and any other political parties in New Zealand which the Commission may need to take into account in allocating time or money to political parties; and
(f) either:
(i) that the party is registered on the Register of Political Parties; or
(ii) that the party is intending to apply for registration on the Register of Political Parties in order to be registered at the date of dissolution or expiry of Parliament; and
(g) whether or not the political party intends to submit a list under section 127 of the Electoral Act 1993 for the general election to be held in that year.
The current Parliament is due to expire on 14 August 2005.

Electricity Act 1992
Notice of Making of Electricity Governance Amendment Rules (No. 16) 2004 and Notice of Reasons for Decision

Pursuant to section 172I of the Electricity Act 1992, I notify the amendment of the Electricity Governance Rules 2003 (“Rules”) under section 172H of the Electricity Act 1992.

The empowering provisions for the electricity governance regulations in relation to which the Rules are amended are sections 172D (1) (6) of the Electricity Act 1992.

A brief description of the nature of the amendment follows:
The amendment consists of the inclusion of the grid investment test as a Schedule to section III of Part F of the Rules, as required by Rule 6 of section III of Part F.
- Pursuant to section 172Z (4) of the Electricity Act 1992, the reasons for my decision to amend the Rules are that:
- I consider that the insertion of the grid investment test as a Schedule to section III of Part F of the Rules is the most appropriate grid investment test, as determined by the Electricity Commission (“Commission”), to be applied by:
- the Commission in developing grid reliability standards;
- Transpower, to determine proposed economic investments for inclusion in the proposed grid upgrade plan;
- the Commission, to review and approve reliability investments and economic investments; and
- the Commission, to review transmission alternatives.

These Rules come into force on 11 February 2005.

Notice of Making of a Recommendation and Assessment Concerning the Electricity Governance Rules 2003 – Rule Amendment Proposal No. 41
This notice of a recommendation and assessment concerning the Electricity Governance Rules 2003 (“Rules”), Rule Amendment Proposal No. 41, is issued by the Electricity Commission (“Commission”), established under the Electricity Act 1992 (“Act”), pursuant to section 172E (2) (c) of that Act.
Recommendation
Section 172E (2) (c) of the Act provides that, no later than 10 working days after making a recommendation concerning the Rules to the Minister of Energy (“Minister”), the Commission must publicise the recommendation and the assessment completed under section 172F of the Act.
The Commission made a recommendation to the Minister on 17 December 2004, to include, as a Schedule to section III of Part F of the Rules, the grid investment test.
Recommended Amendment to the Rules
The recommended amendment to the Rules was to provide for the most appropriate grid investment test, as determined by the Commission, to be included in the Rules. The grid investment test is to be applied by:
- the Commission in developing grid reliability standards;
- Transpower, to determine proposed economic investments for inclusion in the proposed grid upgrade plan;
- the Commission, to review and approve reliability investments and economic investments; and
- the Commission, to review transmission alternatives.
