Amendment to Food Standard (Notice No. 1341)

Pursuant to section 11G of the Food Act 1981, notice is given that the New Zealand (Australia New Zealand Food Standards Code) Food Standards 2002, Amendment No. 7 was issued by the Minister for Food Safety on 15 June 2004, and comes into force 28 days following publication of this notice in the New Zealand Gazette.

This food standard can be viewed on the New Zealand Food Safety Authority web site:

or can be inspected free of charge at the New Zealand Food Safety Authority, 86 Jervois Quay, Wellington, or purchased from Bennetts or Whitcoulls bookshops.

Marine Mammals Protection Act 1978

Application to Film Marine Mammals

Pursuant to section 5 (5) of the Marine Mammals Protection Act 1978, the Minister of Conservation notifies that he has received an application from

Dave Hawkshaw Abbott

on 27 May 2004 to film marine mammals under water.

This activity has the potential to disturb marine mammals and therefore will require a permit.

A copy of the application can be obtained from the Department of Conservation, Marine Conservation Unit, P.O. Box 10-420, Wellington.

Any person wishing to make a submission on this application can do so by writing to the Manager, Marine Conservation Unit, Department of Conservation, P.O. Box 10-420, Wellington, within 28 days after publication of this notice.

Unless a person making a submission states to the contrary in the submission, that person will be deemed to give his/her consent to the release under the Official Information Act 1982 of all the information in the submission.

Crown Minerals Act 1991

Draft Minerals Programme for Petroleum 2005

Pursuant to section 16 of the Crown Minerals Act 1991, the Draft Minerals Programme for Petroleum 2005 (“the programme”) will be available for public inspection from Saturday, 26 June 2004, and any person may make submissions on the programme.

The programme outlines the proposed policies, procedures and provisions to be applied in respect of the allocation and management of petroleum, in particular:

(a) the efficient allocation of rights in respect of petroleum; and

(b) the Crown obtaining a fair financial return from petroleum.

The following items are included within the programme:

  • An outline of the proposed policy framework within which decisions relating to the management of the country’s petroleum resource are to be made.
  • The proposed procedures for how the Crown will consult with tangata whenua, hapu and iwi as a Treaty partner in relation to the issue of new permits and ongoing matters under the Crown Minerals Act 1991.
  • Land available for petroleum permit allocation and procedures for gaining access to land.
  • Proposed methods of allocating petroleum permits, including matters to be taken into consideration when evaluating applications.
  • The application of proposed conditions to the allocation of permits.
  • Proposed procedures for granting changes to permits.
  • Proposed procedures for coping with permit holders who do not comply with permit conditions.
  • Proposed royalty provisions to apply to oil and gas production.
  • A detailed summary of the reasons for and against adopting the proposed allocation framework.
  • A detailed summary of the reasons for and against adopting the proposed royalty regime.

Hard copies of the programme have been forwarded to all major public libraries and to regional councils, on the request that they make the programme publicly available.

The general public can also inspect the programme at the Ministry of Economic Development’s Knowledge Management Unit, at the following address:
