Practical Assessments; and passes the Electrician’s
Level Regulations exam; and attends a regulations
tuition course of instruction. Pursuant to section
127 (3) of the Act, Zhi Ming Qian is to pay a fine of
one thousand five hundred dollars ($1,500.00).

In accordance with section 130 of the Act, the suspension
took effect on 19 May 2004. While the suspension
remains in force, Zhi Ming Qian shall be deemed for
the purposes of Parts 10 and 14 of the Electricity Act
1992 not to be registered and so is not authorised to
carry out prescribed electrical work as an electrician.

Zhi Ming Qian was ordered to pay costs of one thousand
five hundred dollars ($1,500.00), pursuant to section
128 of the Electricity Act 1992. The fine and costs
were to be paid by 30 July 2004.

Notice of Disciplinary Action Taken by the

Electrical Workers Registration Board

The Registrar of the Electrical Workers Registration Board
("the board"), having been directed by the board, in
accordance with section 139 of the Electricity Act 1992,
gives notice of the following registered electrical worker
having been disciplined by the board under Part 11 of the
Electricity Act 1992, and the effect of the decision or order
of the board:

Andrew Dan Louie, of Wellington, has been found
guilty of a disciplinary offence. The board ordered,
pursuant to section 127 (2) (c) (ii) of the Act, that the
registration of Andrew Dan Louie be suspended until
he passes the Electrician’s Level Electrical Wiring
Regulations exam.

In accordance with section 130 of the Act, the
suspension took effect on 22 September 2004. While
the suspension remains in force, Andrew Dan Louie
shall be deemed, for the purposes of Parts 10 and
14 of the Electricity Act 1992, not to be registered
and so is not authorised to carry out prescribed
electrical work as an electrician.\n
Andrew Dan Louie was ordered to pay costs of five
hundred dollars ($500.00) pursuant to section 128 of
the Electricity Act 1992. The costs were to be paid by
3 November 2004.

Amendment of Notice of Direction for Appointment

of a Limited Statutory Manager for the Board of
Trustees of Ahuroa School (1200)

Pursuant to section 78M of the Education Act 1989, I hereby
amend the notice published in the New Zealand Gazette,
19 June 2003, page 1807, regarding the direction to appoint
a limited statutory manager for Ahuroa School Board of
Trustees.

The following functions, powers and duties of the board are
to be vested in the limited statutory manager:

• Employment powers of the board;
• curriculum management;
• management of communications and relationships
  between the school and its community; and
• ensuring areas of improvement identified in the June
  2004 Education Review Office report are actioned.

The limited statutory manager must also advise the board
on issues relating to its governance role.

This notice takes effect the day after the date of publication
of this notice.

school and the educational performance of its students.

The following functions, powers and duties of the board are
vested in the limited statutory manager:

• In relation to the Resource Teachers: Learning and
  Behaviour (RTLB) Manurewa cluster, of which the board
  is the fundholder, the obligations the board has for:
  • management of the RTLB programme;
  • financial management; and
  • employment powers.

Statutory Manager for the Board of Trustees of

Tutira School (2710)

Pursuant to section 78M of the Education Act 1989, I direct
the Secretary for Education to appoint a limited statutory
manager for the Tutira School Board of Trustees because
of risks to the operation of the school and the welfare of
students.

The following functions, powers and duties of the board are
to be vested in the limited statutory manager:

• Employment powers of the board;
• ensuring the requirements of the March 2003 and August
  2004 Education Review Office reports are implemented;
• board organisation and management;
• ensuring the development and implementation of policies
  and procedures that maintain a safe emotional and
  physical environment for students; and
• development of a school wide self-review programme
  including effective analysis and improvement systems.

The limited statutory manager must also advise the board on
the following:

• Consolidating all new and improved systems into board
  management practice.

This notice takes effect the day after the date of publication.
