Southern Rural Fire District Constitution and Administration Notice 2003
Pursuant to sections 4 (1) and 8 (1) of the Forest and Rural Fires Act 1977, the National Rural Fire Authority hereby makes the following notice.
Notice
- Title and commencement—(1) This notice is the Southern Rural Fire District Constitution and Administration Notice 2003.
(2) This notice comes into force 28 days after publication in the New Zealand Gazette.

Constitution of the Southern Rural Fire District—
The areas set out in the Schedule to this notice are hereby constituted and declared to be a rural fire district to be known as the Southern Rural Fire District. -
Constitution of the Southern Rural Fire Committee—
The Southern Rural Fire District Committee is hereby constituted as a rural fire committee. -
Administration of the Southern Rural Fire District—
(1) For the purposes of the Forest and Rural Fires Act 1977, the Southern Rural Fire District shall be administered by the Southern Rural Fire District Committee.
(2) The committee shall consist of eight members as follows:
(a) Two persons appointed, in writing, by the Southland District Council; and
(b) one person appointed, in writing, by the Gore District Council; and
(c) one person appointed, in writing, by the Invercargill City Council; and
(d) two persons appointed, in writing, by the chief executives of Rayonier Asia Pacific, Ernslaw One Limited, Craigpine Timber Limited, Southwood Export Limited and Blakely Pacific Limited, after such consultation as the chief executives consider appropriate; and
(e) one person appointed, in writing, by the Department of Conservation under the signature of its director-general; and
(f) one person appointed by the New Zealand Fire Service under the signature of its chief executive.
(3) In the event that any appointment to be made under 4 (2) (d) is not carried out within three months of the date by which the appointment should be made, then the National Rural Fire Officer may appoint to the committee some fit person who shall represent the interests of the organisations described in 4 (2) (d).
Schedule
(1) All those parcels shown on S.O. 12278 lodged in the office of the Chief Surveyor, Westland, S.O. 24259 lodged in the office of the Chief Surveyor, Otago, and S.O. 12073 lodged in the office of the Chief Surveyor, Southland, labelled "Southland District"; all those parcels shown on S.O. 23155 lodged in the office of the Chief Surveyor, Otago, and S.O. 11481 lodged in the office of the Chief Surveyor, Southland, labelled "Gore District"; all those parcels shown on S.O. 11471 lodged in the office of the Chief Surveyor, Southland, labelled "Invercargill City"; those parcels shown on S.O. 12110 lodged in the office of the Chief Surveyor, Southland, and S.O. 24627 lodged in the office of the Chief Surveyor, Otago, labelled "Southern Plantation Rural Fire District"; those parcels shown on S.O. 302513 lodged in the office of the Chief Surveyor, Otago/Southland, labelled "Additions to Southern Plantations Rural Fire District". For ease of reference, that land is also shown on plans numbered NRFA 138 deposited in the National Headquarters of the New Zealand Fire Service at Wellington.
(2) Excluded from the Southern Rural Fire District are all "fire districts" as defined in section 2 of the Fire Service Act 1975.

Southern Plantations Rural Fire District Abolition Notice 2003
Pursuant to section 4 (4) of the Forest and Rural Fires Act 1977, the National Rural Fire Authority hereby makes the following notice.
Notice
- Title and commencement—(1) This notice may be cited as the Southern Plantations Rural Fire District Abolition Notice 2003.
(2) This notice will come into force 28 days after publication in the New Zealand Gazette.

Abolition of Southern Plantations Rural Fire District—
The Southern Plantations Rural Fire District is hereby abolished. -
Revocation of Rural Fire District Notice—The Southern Plantations Rural Fire District Notice 1998* is hereby revoked.

Criteria for the Exemption of Courses of Less Than Three Months Delivered to Foreign Students and Associated Withdrawal and Refund Criteria
Pursuant to section 232 (1) of the Education Act 1989, the New Zealand Qualifications Authority is required to quality assure all courses delivered to foreign students, unless the course is less than three months' duration and is an exempt course, as provided for in section 232 (2).
Further, pursuant to section 236 (1) (d) (iv) of the Act, the New Zealand Qualifications Authority requires private training establishments which enrol foreign students in
