Special Needs Grant Amendment (No 2) 2003
Pursuant to section 124 (1) (d) of the Social Security Act 1964, the Minister for Social Development and Employment establishes and approves the following amendment to the Special Needs Grant Programme (as established and approved on 18 December 1998).

Amendment

Title—(1) This amendment is the Special Needs Grants Amendment (No 2) 2003.
(2) In this amendment, the Special Needs Grants Programme is called “the programme”.

Commencement—(1) This amendment comes into effect on the day after the date on which it is approved.

Other emergency grants—(1) Clause 14 of the programme is amended by adding the following subclause:
“14.4 Despite clause 14.3, a grant made under clause 14.1 for the purposes of refilling an applicant’s water tank must be a non-recoverable grant.”
Explanatory Note
This note is not part of the amendment, but is intended to explain its general effect.
This amendment to the Special Needs Grants Programme, which comes into effect on the day after it is approved, provides that emergency grants made under clause 14.1 of the programme for the purposes of refilling an applicant’s water tank are non-recoverable.

In accordance with the requirements of section 34 of the Civil Aviation Act 1990, notification is hereby given that the Associate Minister of Transport signed the following ordinary Civil Aviation Rules on 24 June 2003 which shall come into effect on 1 August 2003:

- CAR Part 129—Foreign Air Transport Operator – Certification, Amendment 2.
These ordinary rules are available for inspection at the Civil Aviation Authority of New Zealand, 1 Market Grove (P. O. Box 31-441), Lower Hutt.

In accordance with section 37 (3) of the Civil Aviation Act 1990, notification is hereby given that the Director of Civil Aviation has granted the following exemptions from the Civil Aviation Rule requirements:
