for a determination of terms on which interconnection with Telecom’s fixed public switched telephone network non-price capped retail services offered by means of Telecom’s fixed telecommunications network and retail services offered by means of Telecom’s fixed telecommunications network as part of a bundle of retail services, must be supplied.
On 24 March 2003, the Commission issued an order (“the order”), under section 9 (6) of the Act, separating the services named in the application into those concerning interconnection and resale.
The order also makes provision for the Commission to consider both the interconnection and resale services on separate timetables, if necessary.
Pursuant to section 25 (1) (c) of the Act, the Commerce Commission gives public notice that it has decided, under section 25 of the Act, to investigate the CallPlus Limited application for determination, insofar as it concerns interconnection with Telecom’s fixed telecommunications network.
The Commission will issue a decision, under section 25 of the Act, whether or not to investigate the resale services at a later date.
Date of Decision: 24 March 2003.

Traffic Regulations 1976
Exemption From Headlamp Requirements by Endorsement of the Vintage Car Club Vehicle Identity Card
Pursuant to Regulation 90 of the Traffic Regulations 1976, and under delegated authority, I, John Patrick White, Manager Safer Vehicles Policy, exempt the vehicles in Schedule 1 from the requirements in Regulation 58 of those Regulations, regarding headlamps and the dipping of lights, subject to the conditions in Schedule 2.
This exemption expires on the date on which the Land Transport Rule: Vehicle Lighting comes into force.
Schedule 1
A vehicle that has a valid and current Vehicle Identity Card issued by the Vintage Car Club of New Zealand (Incorporated) that contains the appropriate endorsement regarding headlamps.
Schedule 2

The current Vehicle Identity Card must be kept with the vehicle at all times it is operated on the road.

The Vehicle Identity Card must identify which endorsement condition(s) applies(apply) to the vehicle:
(a) The vehicle is not fitted with headlamps and therefore must not be operated on the road during hours of darkness or in conditions of poor visibility.
(b) The vehicle is fitted with headlamps that have a limited performance and therefore the vehicle may only be operated on the road during hours of darkness, or in conditions of poor visibility, provided that the dipped beam(s) of the headlamp(s) is(are) able to illuminate the road and substantial objects on it at a distance of at least 30m ahead and the vehicle is operated at a speed of less than 30km/h.
(c) The vehicle may have headlamps that are of a non-standard configuration because it was originally manufactured with that specific equipment.

The vehicle must be operated only as specified in the endorsement.

Conservation Act 1987
Declaring Land to be Held for Conservation Purposes
Under the Conservation Act 1987, the Conservator of the Nelson/Marlborough Conservancy of the Department of Conservation, acting under a delegation from the Minister of Conservation, and the Commissioner of Crown Lands, acting under a delegation from the Minister for Land Information being the Minister responsible for the department of State that has control of the land described in the Schedule, jointly declare that the land is held for conservation purposes.

Marlborough Land District—Kaikoura District
1855.2400 hectares, being Sections 1 and 5, S.O. Plan 6746.

Revocation of a Notice Relating to Conservation Land and Issue of a Fresh Notice
Under the Conservation Act 1987, and by reason of an error made in the notice described subsequently, the Community Relations Manager for the Southland Conservancy of the Department of Conservation revokes the notice declaring land to be held for conservation purposes dated the 28th day of February 2003 and published in the New Zealand Gazette.
