The frequency bands and purposes applying to aircraft radiocommunications in ultra high frequency (UHF) and super high frequency (SHF) bands are:

Frequency Band Purpose
1610 – 1660.5 MHz MSS (mobile satellite service) – aircraft transmit
14.0 – 14.5 GHz AMSS (aeronautical mobile satellite service) – aircraft transmit

Fourth Schedule

The frequency bands and purposes applying to aircraft radiodetermination transmissions are:

Frequency Range (MHz) Purpose
960 – 1215 DME – distance measuring equipment transponder
TACAN – tactical air navigation
SSR – secondary surveillance radar
ACAS – airborne collision; avoidance system
UAT(ADS-B) – universal access transceiver automatic dependent surveillance broadcast
4200 – 4400 Radio altimeter
5350 – 5470 Airborne weather radar
8750 – 8850 Airborne Doppler radar
13250 – 13400 Airborne Doppler radar

Explanatory Note

(This note is not part of the notice, but is intended to indicate its general effect.)

This notice prescribes that, pursuant to regulation-making powers of the Radiocommunications Act 1989, a general user radio licence is granted for the transmission of radio waves for the purpose of radiocommunications and radiodetermination on board aircraft in accordance with the terms, conditions and restrictions of this notice. This notice comes into force on 1 March 2003.

Standards Act 1988

Appointment and Reappointment of Members to the Standards Council

Pursuant to section 4 of the Standards Act 1988, the Minister of Commerce has been pleased to appoint

Bruce Allen Cottrill of Wellington
George Richard Gibbons of Auckland; and
Ellen Ann Ramsey of Otago

to be members of the Standards Council for a period of three years commencing 10 February 2003;

and to reappoint

Andrew Brewis of Auckland
John Hannah of Dunedin; and
Roy Wilson of Wellington

to be members of the Standards Council for a period of two years commencing 10 February 2003;

and to reappoint

John Edwin Albertson of Wellington

to be a member of the Standards Council for a period of three years commencing 10 February 2003.\n

Education Act 1989

Notice of Appointment of a Limited Statutory Manager at Al-Madinah School (544)

Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for Al-Madinah School because of risks to the operation of the school and educational performance of the students at Al-Madinah School.

The following functions, powers and duties of the board are vested in the limited statutory manager:

  • Curriculum management, including all learning and teaching decisions; and
  • all aspects of staff performance management.

The limited statutory manager must also advise the board on the following matters:

  • Financial management; and
  • personnel management.

This notice takes effect the day after the date of publication of this notice.

Notice of Appointment of a Limited Statutory Manager at Raupunga School (2661)

Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for Raupunga School because of risks to the operation of the school and the welfare of students.

The following functions, powers and duties of the board are vested in the limited statutory manager:

  • Appointment of all staff, including the principal.

The limited statutory manager must also:

  • provide support to the staff, including the principal; and
  • work closely with the board to build its capacity to govern the school effectively.

This notice takes effect the day after the date of publication of this notice.
