Provision of Programme Design, Implementation and Operation of a Pilot Residential and Community-Based Programme for Young Male Offenders: Te Hurihanga
The Ministry of Justice is pleased to seek registrations of interest from organisations with the capability to design, implement and deliver a residential and community-based programme (Te Hurihanga) for young male offenders aged 14-17 years.
Young people on the Te Hurihanga programme will live at the Te Hurihanga residence for three to six months, where they will receive an intensive, therapeutic programme designed specifically to address their needs. The residence, which will be located in Hamilton, will be owned by the Ministry of Justice.
The young people will then receive intensive supervision and support from programme staff over a six to 12 month period as they reintegrate back into the community.
Te Hurihanga is based on best practice from a number of New Zealand and international programmes, and will be unique in the way it deals with young people.
It is expected that a contract will be entered into by February 2004, with programme delivery commencing in August 2004. The pilot programme will run for three years.
Registrations of Interest are required to be delivered to the Ministry of Justice no later than 12:00 noon on Friday 7 November 2003.
