indefinite term with effect from 20 October 2003.

Telecommunications Act 2001

Investigations Into Unbundling Elements of
Telecom’s Local Loop Network and Unbundling
Elements Of and Interconnection With Telecom’s
Fixed Public Data Network

Pursuant to clause 2 of Part 1 of Schedule 3 of the
Telecommunications Act 2001 (“the Act”), the Commerce
Commission (“the Commission”) gave public notice of the
publication of a draft report under section 64 and Schedule
3 of the Act on 18 September 2003. Public notice was given
in the New Zealand Gazette, 18 September 2003, No. 132,
pages 3578 to 3579. This notice included details of the
background to the section 64 and Schedule 3 investigation.

On 14 October 2003, the Commission published an amended
draft report and accompanying appendices. This amended
report included amendments to certain input figures in the
cost-benefit analysis, which forms part of the draft report
and included various consequential amendments to the draft
report. The publication of the amended draft report was
notified to interested parties via a Commission Media
Release. The amendments to the draft report were listed in
the draft report and identified in a note on the Commission’s
web site entitled “Further Information on the Cost-Benefit
Model, 14 October 2003”, also published on 14 October
2003. The Commission’s proposed alterations under the
section 64 and Schedule 3 investigation as outlined in
the draft report published on 18 September 2003 remain
unchanged.\n
As a result of publishing an amended draft report, the
Commission has extended the original closing date for
submissions from 16 October 2003 to Wednesday,
29 October 2003.

Pursuant to clause 3 of Part 1 of Schedule 3 of the Act, the
Commission will be holding a public hearing on the draft
report. As a result of publishing an amended draft report, the
public hearing will be held between 11 and 14 November
2003 rather than between 28 and 31 October 2003 as
originally notified.

A copy of the Commission’s amended draft report, amended
appendices and note “Further Information on the
Cost-Benefit Model, 14 October 2003” can be downloaded
from the Commission’s web site at:

As notified on 18 September 2003, the draft report covers
the Commission’s proposed alteration under the section
64 and the Schedule 3 investigation.

Civil Aviation Rules

In accordance with section 34 (1) (a) of the Civil Aviation
Act 1990, the Minister of Transport hereby gives notice
of his intention to make ordinary rules in the following
Civil Aviation Rule Parts:

Parts 71/73—Designation of Airspace and Special Use
Airspace, re-issue and revision of Part 71 Rules, and a
revocation of Part 73, which will be incorporated into the
re-issue of Part 71 (NPRM 04-01, Docket 98/CAR/1304).

Comments on the proposed rule should be submitted to the
Docket Clerk by 14 November 2003.

Details of Notices of Proposed Rule Making (NPRM) are
published in the Civil Aviation Rules Register Information
Leaflet (CARRIL) dated 16 October 2003.

The NPRM and the CARRIL are available on the CAA
web site:

The Traffic (Waitaki District) Notice No. 2, 2003

Pursuant to Regulation 21 (2) of the Traffic Regulations
1976, and pursuant to an authority sub-delegated to me by
the Land Transport Safety Authority of New Zealand dated
9 June 1997, I, Donald Norman Hutchinson, Acting Manager,
Safer Roads, give the following notice.

Notice

  1. This notice may be cited as the Traffic (Waitaki District)
    Notice No. 2, 2003.

  2. The road specified in the Schedule is declared to be
    a 70 kilometres an hour speed limit area pursuant to
    Regulation 21 (2) of the Traffic Regulations 1976.

  3. Only that part of the Second Schedule that relates to
    State Highway No. 1 at Palmerston of the Traffic (Waitaki
