classified as prescription medicines, restricted medicines or
pharmacy-only medicines. As such, they are now available
for general sale.

Regulation 20 of the Medicines Regulations 1984 requires that all
medicines sold without a practitioner’s prescription must include a consumer
information panel on the label. Further, all material changes to a medicine
(including changes to labelling), must be notified to the Director-General of
Health in accordance with section 24 of the Medicines Act 1981.

Misuse of Drugs Act 1975

Medical Practitioners Who May Prescribe,

Administer, or Supply Controlled Drugs
for the Purpose of Treating People With
Drug Dependence

Pursuant to section 24 (5) (a) of the Misuse of Drugs Act
1975, I, David George Chaplow, acting under delegated
authority from the Minister of Health, specify that:

Dr Elizabeth Louise Draper, 266 Mt Pleasant Road,
Mt Pleasant, Christchurch

is a medical practitioner who may prescribe, administer, or
supply controlled drugs for the purposes of that section, with
the following conditions:

(a) Dr Draper’s prescribing of controlled drugs for
the treatment of opioid dependence is limited to
methadone;

(b) The prescription of methadone for the treatment
of dependence is limited to patients registered at
Dr Draper’s practice who have been assessed
as requiring methadone treatment for opioid
dependence by a gazetted methadone service; and

(c) Dr Draper’s authorisation of other medical
practitioners to prescribe controlled drugs for
the treatment of opioid dependence is limited to
designated locums working in her practice. Those
medical practitioners authorised by Dr Draper
may only prescribe controlled drugs for the
treatment of opioid dependence to patients registered
at Dr Draper’s practice and may only do so with
Dr Draper’s written permission.\n

Dr Whitty’s practice who have been assessed
as requiring methadone treatment for opioid
dependence by a gazetted methadone service; and

(c) Dr Whitty’s authorisation of other medical
practitioners to prescribe controlled drugs for
the treatment of opioid dependence is limited to
designated locums working in his practice. Those
medical practitioners authorised by Dr Whitty
may only prescribe controlled drugs for
