Telecommunications Act 2001

Determination for Designated Access Services

On 16 May 2002, TelstraClear Limited, on behalf of itself and Clear Communications Limited, applied under section 20 of the Telecommunications Act 2001 (“the Act”) for a determination of terms on which interconnection with Telecom’s fixed public switched telephone network (PSTN), and interconnection with TelstraClear’s fixed PSTN, must be supplied.

Pursuant to section 27 of the Act, the Commerce Commission gives public notice that it has determined, under section 30 of the Act, the terms and conditions of supply insofar as it concerns interconnection with Telecom’s fixed PSTN and TelstraClear’s fixed PSTN.

New Zealand Stock Exchange

New Zealand Stock Exchange Restructuring Act 2002

Notice of Approval for Conversion of the New Zealand Stock Exchange into a Company

Pursuant to section 8 (c) of the New Zealand Stock Exchange Restructuring Act 2002 (“the Act”), notice is hereby given that:

  1. The board of directors (“the board”) of the New Zealand Stock Exchange (“the NZSE”) prepared a restructuring proposal dated 23 September 2002 (“the restructuring proposal”) under section 6 of the Act, under which the NZSE would, pursuant to section 10 of the Act, convert into a company, to be called NZSE Limited, on the restructuring day (as defined in section 4 of the Act).

  2. At a special general meeting of members of the NZSE held on 16 October 2002, at Auckland, the NZSE members (as defined in section 4 of the Act) have, under section 7 of the Act, approved the conversion of the NZSE into a company, to be called NZSE Limited, on the restructuring day in accordance with the restructuring proposal.

Medicines (Designated Prescriber: Nurses Practising in Aged Care) Notice 2002

Pursuant to the Medicines Amendment Act 1999 and the Medicines (Designated Prescriber: Nurses Practising in Aged Care and Child Family Health) Regulations 2001, the Nursing Council of New Zealand gives the following notice.

Notice

  1. Title and commencement—This notice is the Medicines (Designated Prescriber: Nurses Practising in Aged Care) Notice 2002 and comes into force on 18 November 2002.

  2. The purpose—The Schedule to this notice sets out the requirements that the Nursing Council of New Zealand (“nursing council”) has determined must be met by nurses who wish to prescribe prescription medicines. These requirements are imposed under Regulations 6, 7 and 8 of the Medicines (Designated Prescriber: Nurses Practising in Aged Care and Child Family Health) Regulations 2001.

Schedule

A Requirements for commencing prescribing (Regulation 6)

The nursing council requirements for training that nurse prescribers must undertake before commencing prescribing for the first time are as follows:

(i) The completion of an approved clinical masters programme which includes demonstration of the competencies, to the satisfaction of the nursing council, for advanced nursing practice and prescribing applied within the defined scope of practice of aged care. The programme must include relevant theory, research and concurrent practice.

The nurse practitioner seeking to prescribe is required to complete as part of their masters programme the following—

Assessment process:

  • Advanced nursing practice skills and judgements;
  • advanced health/clinical assessment;
  • differential diagnosis;
  • bioscience including epidemiology, microbiology and pathophysiology;
  • laboratory/diagnostic tests and interpretation; and
  • collaborative decision making.

Prescribing process:

  • Interventions/appliances/treatments/medicines choice.
  • Prescribing variation.
  • Clinical pharmacology of authorised medicines/vaccinations including:
    – pharmacodynamics
    – pharmacokinetics
    – individualising doses
