Bylaw Regulating the Speed of Vehicles on State Highways in Transit New Zealand Regions 11 and 12

Pursuant to section 61 (3) of the Transit New Zealand Act 1989, Transit New Zealand hereby makes the following bylaw.

Bylaw

  1. Title and commencement—This bylaw may be cited as the Transit New Zealand (Speed of Vehicles on State Highways) Bylaw 2001/16 and shall come into force 28 days after its publication in the New Zealand Gazette.

  2. Interpretation—In this bylaw:
    “Vehicle” has the same meaning as in the Transport Act 1962.

  3. Limiting speed of vehicles on State highways—No person shall drive or take or permit to be driven or taken any vehicle:

    (a) at a speed exceeding 50 kilometres per hour on the sections of State highways described in the First Schedule to this bylaw; or

    (b) at a speed exceeding 60 kilometres per hour on the sections of State highways described in the Second Schedule to this bylaw; or

    (c) at a speed exceeding 80 kilometres per hour on the sections of State highways described in the Third Schedule to this bylaw.

First Schedule

  1. The section of State Highway No. 74 that is the Lyttelton tunnel proper, commencing at a point (Route Position 18/1.45) 50 metres measured in a north-westerly direction from the Heathcote Valley Underpass and extending in a generally southerly direction to the north side of the intersection with Norwich Quay (Route Position 22/0.01); a distance of 2.27 kilometres.

Second Schedule

  1. The section of State Highway No. 1 that is:

    (a) At Christchurch City, from a point (Route Position 327/2.96) 120 metres measured generally north of the intersection with Dickeys Road and extending generally in a southerly direction to the intersection with State Highway No. 74 (Route Position 332/0.00); a distance of approximately 1.83 kilometres.

    (b) At Christchurch City, from a point (Route Position 332/11.88) 50 metres measured generally in a north-easterly direction from the intersection with Yaldhurst Road and extending generally in a south-westerly direction to a point on Carmen Road (Route Position 344/1.31) 50 metres measured generally in a north-easterly direction from the intersection of Buchanans Road; a distance of 1.35 kilometres.

  2. The section of State Highway No. 6 that is at Punakaiki, in Buller District, from a point (Route Position 374/12.01) 1.10 kilometres south of the northern abutment of the Porarari River Bridge to a point (Route Position 374/12.62) 660 metres north of the northern abutment of the Punakaiki River Bridge; a distance of 610 metres.

  3. The section of State Highway No. 73 that is:

    (a) At Christchurch, from the intersection with State Highway No. 74 (Waltham Road Route Position 0/0.00), extending in a generally westerly direction to a point (Route Position 0/3.10) located 80 metres generally west of the intersection with Barrington Street; a distance of 3.10 kilometres.

    (b) At Christchurch on Blenheim Road/Main Road South, from the Curletts Road/Blenheim Road intersection (Route Position 6/1.28), extending in a generally south-westerly direction to a point (Route Position 6/4.67) on Main South Road 100 metres generally in an easterly direction from Brynley Street; a distance of 3.39 kilometres.

    (c) At Christchurch on Yaldhurst Road, from the intersection with Russley Road/Masham Road (Route Position 14/0.00), extending in a generally westerly direction to a point (Route Position 14/0.12) located 120 metres generally west of the intersection with Russley Road/Masham Road; a distance of 120 metres.

  4. The Section of State Highway No. 74 that is:

    (a) At Christchurch City, from the intersection with State Highway No. 1 (Route Position 0/0.00) and extending generally in a southerly direction to a point (Route Position 0/5.70) located on Cranford Street 300 metres generally north-west of McFaddens Road; a distance of approximately 5.70 kilometres.

    (b) At Christchurch City (Brougham Street), from the intersection with Waltham Road (Route Position 12/0.00), extending in a generally south-easterly direction to a point (Route Position 12/1.94) located 100 metres generally north-west of the south-eastern intersection with Opawa Road; a distance of 1.94 kilometres.

  5. The section of State Highway No. 75 at Christchurch City, from a point (Route Position 0/4.00) located at the intersection with Dunbars Road, and extending generally in a south-westerly direction to a point on Halswell Road (Route Position 0/7.08) 50 metres generally south of the intersection with Candys Road; a distance of approximately 3.13 kilometres.

Third Schedule

  1. The section of State Highway No. 1 that is:

(a) At Christchurch, from a point (Route Position 332/1.06) located 220 metres in a westerly direction from Connemara Drive to a point (Route Position 332/11.12) located in a south-westerly direction, 120 metres from Ryans Road; a distance of 10.06 kilometres.

(b) At Christchurch, from a point (Route Position 347/0.88) located 110 metres in a generally south-westerly direction from the intersection with Parker Street/Seymour Street to a point (Route Position 347/4.58) located 200 metres in a generally south-westerly direction from the intersection with Trents Road; a distance of 3.70 kilometres.

(c) At Rolleston, from a point (Route Position 365/2.00) located 700 metres generally in a north-easterly direction from the intersection with Springston-Lincoln Road, to a point (Route Position 365/3.00) located 300 metres generally in a south-westerly direction from the intersection with
