Energy Efficiency and Conservation Act 2000

Strategy to Improve Energy Efficiency/Conservation and to Promote the Use of Renewable Energy

The National Energy Efficiency and Conservation Strategy was released by the Minister of Energy on 27 September 2001.

This is New Zealand’s first National Energy Efficiency and Conservation Strategy, prepared as a requirement of the Energy Efficiency and Conservation Act 2000.

The Minister of Energy released a draft Strategy in March 2001 after widespread consultation. Further consultation and 339 submissions contributed to the final Strategy.

The Strategy is organised around policies, objectives and targets, supported by a set of means (or measures) for each of the 5 Strategy sectors:

• Central and local government
• Energy supply
• Industry
• Buildings and appliances
• Transport

The Strategy sets 2 specific targets:

1. A 20% improvement in energy efficiency by 2012.
2. Increasing the use of renewable energy by a further 25 to 55PJ by 2012.

Further analysis and consultation will be undertaken over the next 9 months to refine the target for renewable energy, and to choose appropriate mechanisms to achieve the target. The Strategy lists a number of possible mechanisms. The major changes made to the draft Strategy were quantifying the range for the renewables target and refining the measures for each of the 5 sector programmes.

This included specifying detailed action plans for each programme. A number of the measures in the Strategy require further development before they are implemented. The Strategy will help us to create a sustainable energy future that will provide all New Zealanders with economic, social and environmental benefits. It will also assist us to meet our international climate change commitments.

Copies of the Strategy will be available from 1 October 2001 from:

• EECA and Ministry for the Environment Offices.
