Social Security Act 1964
Special Needs Grant Programme Amendment (No. 6)
Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Steven Maharey, Minister of Social Services and Employment, establish and approve the following amendments to the Special Needs Grant welfare programme for special assistance (as established and approved on 18 December 1998), which are to be read with and considered part of the programme with immediate effect.

Amendments
The programme is amended by adding, after clause 15A.4, the following clauses:
15A.5 This clause applies if the chief executive considers that the amount of a Grant under clause 15A.4 is insufficient to meet the Applicant’s reasonable needs for accommodation and other living expenses.
15A.6 If clause 15A.5 applies, the chief executive may, in the chief executive’s discretion, increase the weekly amount of a Grant under clause 15A.1 by an amount no more than the weekly amount of an accommodation supplement under the Act that would be payable to the Applicant—
(a) if the Applicant were a beneficiary; and
(b) if section 74A of the Act did not apply to the Applicant.

Rules for Casino Promotions, Amendment No. 2
Pursuant to section 63 of the Casino Control Act 1990, the Casino Control Authority on 10 December 1999, resolved that with effect from 1 February 2000 the Rules for Casino Promotions approved to be conducted and played in the licensed casinos at:
(a) 30-38 Victoria Street, Christchurch;
(b) the property bounded by Hobson, Victoria, Federal and Wellesley Streets, Auckland;
(c) Southern Cross Hotel, 118 High Street, Dunedin; and
(d) the property situated at Beach Street and Lake Esplanade, known as the “Steamerwharf Village”, Queenstown,
as set out in the Supplement dated Thursday 8 May 1997 to the New Zealand Gazette of Thursday 9 May 1997 as amended by Rules for Casino Promotions, Amendment No. 1 in the New Zealand Gazette of Thursday 9 September 1999, be subsequently amended as set out in the Schedule hereto.

1.0 Commencement
These amendments shall come into force on 1 February 2000.
2.0 Rules for Casino Promotions
Interpretation
2.1 Section 1 of this division is hereby amended by inserting after the definition of “Lottery” the following:
“‘Match Play Coupon’ means a coupon with a fixed stated value that is issued by the casino and may be redeemed in accordance with an approved promotional design and used in general gaming. The conditions of use of the coupon in table games shall be printed on the coupon and those conditions shall be consistent with the procedures for use, as approved by the Authority;”.

2.2 Section 4 of this division is hereby amended by inserting after rule 4.3 the following:
Explanatory Note
This note is not part of the amendments, but is intended to explain their general effect.
These amendments, to the Special Needs Grant Programme under section 124 (1) (d) of the Social Security Act 1964, allow additional payments equivalent to the accommodation supplement to be granted on a discretionary basis to certain refugee claimants who were released from custody under section 128A of the Immigration Act 1987, pending the disposal of court proceedings. The Department of Work and Income administers the programme.

I, Dr Alan Esmond Bollard, Secretary to the Treasury, hereby give notice that on 1 December 1999 I first became aware that the Crown was vested under section 324 (1) of the Companies Act 1993 (by virtue of the removal of Baranduin Publishers Limited from the Register of Companies on 22nd February 1999, pursuant to section 318 (1) (b) of the Companies Act 1993, with rights as owner of sixty-four (64) shares in a ship registered on the Register of New Zealand Ships as Sea Lion, No. 6, 1991, Official Number 875872 (Wellington Port Registry)).
