Declaration of a State of Local Civil Defence Emergency
Pursuant to section 52 of the Civil Defence Act 1983, I, William Stuart McIntosh, hereby declare a state of local civil defence emergency to be in force in the Central Otago District.
The state of local civil defence emergency shall come into force at 6.00 p.m. on 28 February 1999.

Declaration Terminating a State of Local Civil Defence Emergency
Pursuant to section 56 of the Civil Defence Act 1983, I, William Stuart McIntosh, hereby terminate the state of local civil defence emergency declared in respect of the Central Otago District (or one or more wards in the district) at 12 noon on 1 March 1999.
The termination of the state of local civil defence emergency shall take effect from the time and date of the making of this declaration at 12 noon on 1 March 1999.

At Wellington this 4th day of March 1999

The Hon. Wyatt Creech presiding in Council
Pursuant to section 22 (1) of the Citizens Initiated Referenda Act 1993, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, and following the presentation to the House of Representatives on 17 February 1999 of an indicative referendum petition, which had been promoted by Mrs Margaret Robertson and which had been certified correct under section 18 (1) (a) of that Act, makes the following order.
Order
- Title and commencement—(1) This order may be cited as the Citizens Initiated Referendum (Appointed Day) Order 1999.
(2) This order comes into force on the day after the date of its publication in the Gazette.
- Appointed day—Saturday, 18 December 1999, is appointed as the day on which an indicative referendum is to be held under the Citizens Initiated Referenda Act 1993 on the following question, namely,—
Should the size of the House of Representatives be reduced from 120 members to 99 members?

Explanatory Note
This note is not part of the order, but is intended to indicate its general effect.
This order appoints Saturday, 18 December 1999, as the day on which an indicative referendum is to be held under the Citizens Initiated Referenda Act 1993 on the following question, namely,—
Should the size of the House of Representatives be reduced from 120 members to 99 members?
The intention is that the referendum be held in 1999 on the polling day for the general election.
Saturday, 18 December 1999, is the last possible polling day for the general election.
If the writ for the general election appoints a polling day earlier than 18 December 1999, this order may be revoked and the earlier polling day may be appointed as the day for the holding of the referendum.
Notwithstanding this order or any other order made under section 22 of the Citizens Initiated Referenda Act 1993, the House of Representatives may, under section 22 (4) (b) (ii) of that Act, pass a resolution requiring the indicative referendum to be held on the polling day for the general election.
The referendum results from a petition promoted by Mrs Margaret Robertson (which petition was presented to the House of Representatives on 17 February 1999 after it had been certified correct by the Clerk of the House of Representatives).
