capability to carry out the proposed research themselves.

  • Full-cost funding—Research should be fully funded so that it contributes effectively to the objectives of the Scheme. The full costs of carrying out the proposed research, including appropriate international links, communication, and technology transfer, should be met.

  • Fitness for Purpose—Research proposals should also demonstrate a potential to develop scientific and technological platforms and demonstrate how that may underpin new and emerging industries. The development of human capital in advanced and rapidly changing areas of science and technology is vital. Excellence, originality and rigour in research approach and execution must be demonstrated. Where appropriate, the applicants must also be able to demonstrate the capability to establish research groups to carry out the research proposed.

  • Diversity—The need to foster a diversity of ideas and approaches must be considered when determining the funding distribution.

All proposals funded must be consistent with the nature and objectives of the Scheme set out above and contribute to the achievement of the Government’s goals for its research, science and technology investments.

Funding

The amount of funds available for the Scheme will be published in the annual Estimates of Appropriation. It is estimated that $5 million (including G.S.T.) will be available in the 1999/2000 financial year, and approximately $36 million (including G.S.T.) in the 2000/2001 financial year.

Estimated duration

The Scheme will operate for a minimum of 5 years from the date of this notice.

Monitoring

The Ministry of Research, Science and Technology will monitor the Scheme and the Foundation’s management of the Scheme.

Childcare Assistance Amendment (No. 4)

Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Services, Work and Income, approve the following amendment to the Childcare Assistance welfare programme (as established and approved by me on 19 December 1998) to come into effect on the day after its publication in the Gazette.

Amendment

In clause 2 (1), the definition of the term “income” is amended by inserting in paragraph (a), after the word “benefit”, the words “(other than an orphan’s benefit or an unsupported child’s benefit)”.

Explanatory Note

This note is not part of the amendment but is intended to indicate its general effect.

This amendment removes orphans’ benefits and unsupported children’s benefits from being counted as income for the purpose of the Childcare Assistance welfare programme.

Direction in Relation to Special Benefit Amendment (No. 3)

To: The Chief Executive, Department of Work and Income.

Pursuant to section 5 of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Services, Work and Income, give you the following direction to take effect from the day after the date on which the direction is published in the Gazette.

Amendments

I direct that the Direction In Relation To Special Benefit that I gave you on 10 February 1999 must, after this direction takes effect, be read as if the amendments specified in the Schedule were incorporated within it.

This Direction, made by the Minister of Social Services, Work and Income under section 5 of the Social Security Act 1964, amends the Direction In Relation To Special Benefit given by the Minister on 10 February 1999. The amendment removes orphans’ benefits and unsupported children’s benefits from being counted as chargeable income for the purposes of assessing eligibility for special benefit.
