Associate Minister for Food, Fibre, Biosecurity and Border Control hereby appoints Carol York-Pakinga as Tangata Tiaki/Kaitiaki for managing customary food gathering for the area/rohe moana. The appointment is for a term of 5 years commencing the day this notice comes into effect.
- Power to authorise taking of fisheries resources for customary food gathering—The Tangata Tiaki/Kaitiaki may authorise any individual to take fisheries resources managed under the Fisheries Acts 1983 and 1996 for customary food gathering purposes from within the whole or any part of the area/rohe moana. No customary food gathering of fisheries resources may take place in the area/rohe moana without authorisation from the Tangata Tiaki/Kaitiaki.

Fisheries (South Island Customary Fishing) Notice (No. 15) 1999 (No. F138)
Pursuant to regulation 10 of the Fisheries (South Island Customary Fishing) Regulations 1998, the Associate Minister for Food, Fibre, Biosecurity and Border Control hereby gives the following notice.
Notice
- Title and commencement—(1) This notice may be cited as the Fisheries (South Island Customary Fishing) Notice 1999.
(2) This notice shall come into effect the day after the date of its notification in the New Zealand Gazette.
- Interpretation—In this notice:
(a) The term “Customary food gathering” has the same meaning as defined in the Fisheries (South Island Customary Fishing) Regulations 1998.
(b) Any reference to “Tangata Tiaki/Kaitiaki” means the person or persons appointed under regulation 9 or 10 of the Fisheries (South Island Customary Fishing) Regulations 1998 as Tangata Tiaki/Kaitiaki for the area/rohe moana.
(c) Any reference to area/rohe moana means the area from Piopiotahi to Tokata extending seaward to the limit of the South Island fisheries waters as defined under regulation 2 of the Fisheries (South Island Customary Fishing) Regulations 1998, being the 200 mile limit; and inland to the boundaries defined for Te Runanga o Awarua, Te Runanga o Oraka Aparima, Hokonui Runaka and Waihopai Runaka in the First Schedule of Te Runanga o Ngai Tahu Act 1996. The area/rohe moana therefore includes South Island fisheries waters about and within Rakiura and other offshore islands situated within the 200 mile limit.

Cancellation of Tangata Tiaki/Kaitiaki—Hokonui Runaka, being the tangata whenua who nominated Nui Robinson, Anna Gorham and Melissa Robinson as Tangata Tiaki/Kaitiaki for the area/rohe moana under regulation 5 of the Fisheries (South Island Customary Fishing) Regulations 1998, have requested in writing the cancellation of the appointment of Nui Robinson, Anna Gorham and Melissa Robinson as Tangata Tiaki/Kaitiaki.

Cancellation of Appointment—The Associate Minister for Food, Fibre, Biosecurity and Border Control hereby cancels the appointment of Nui Robinson, Anna Gorham and Melissa Robinson as Tangata Tiaki/Kaitiaki for managing customary food gathering for the area/rohe moana.

Notice of Extension of Licence of Ashburn Hall to Keep Mentally Disordered Persons
The Ashburn Hall Charitable Trust (“the licensee”) is the current holder of a licence under section 9 of the Mental Health Act 1969 to keep mentally disordered persons at the premises of Ashburn Hall, 496 Taieri Road, Halfway Bush, Dunedin (“the licence”). This licence was continued by section 138 (1) of the Mental Health (Compulsory Assessment and Treatment) Act 1992 (“the Act”).
I am satisfied that the licensee is taking steps to enable the premises at Ashburn Hall to be registered as a private hospital under the Hospitals Act 1957, and so, pursuant to section 138 (4) of the Act and in respect of the licence, I extend the period specified in section 138 (2) of the Act until the close of 31 October 2000.

Explanatory Note
This note is not part of the notice but is intended to indicate its general effect.
The licence in respect of Ashburn Hall was originally granted on 15 April 1911. It was continued by successive pieces of legislation (section 45 (3) of the Mental Health Act 1911, section 129 (10) of the Mental Health Act 1969, and section 138 (2) of the Mental Health (Compulsory Assessment and Treatment) Act 1992).
Under section 138 (2) of the Mental Health (Compulsory Assessment and Treatment) Act 1992, the licence continued in force until 31 October 1997. Provision is also made in subsections (3)–(6) of section 138 of that Act to extend the licence for three further 1 year periods if the Minister of Health is satisfied that the licensee is taking steps to enable the premises to be registered as a private hospital under the Hospitals Act 1957.
