Public Finance Act 1989
Notice of Publication of Annual Report—Human Rights Commission
Pursuant to section 44A of the Public Finance Act 1989, as
substituted by section 40 of the Public Finance Amendment
Act 1994, the Human Rights Commission hereby gives
notice that it has delivered to the Minister of Justice, its
annual report for the year ended 30 June 1999, containing
its financial statements, audit report and management
statement for the period and has published the report.

Traffic Regulations 1976
Information Signs
Pursuant to regulation 129 (6) of the Traffic Regulations
1976 and authority delegated to me on 3rd of May 1999, I,
John Paul Edgar, Manager Safer Roads, approve the
erectiion, installation and maintenance of Reflectorised
Information signs, as described in the Schedule to convey
required information to drivers and erected in accordance
with regulation 128 of the Traffic Regulations 1976.
Schedule
Description of Traffic Signs
In this Schedule the reflectorised information signs must
be:
(a) in accordance with the following
-
Shape and Size:
be rectangular, not less than 600 mm wide and
600 mm high, and sufficient to comfortably
accommodate the legend. -
Background colour:
white, reflectorised background.
-
Border:
black border 25 mm wide
-
Lettering
contain such words as are necessary to convey the
required information to the driver. The letters must
be black, not smaller than 100 mm high and 16 mm
stroke width.
(b) designed in accordance with the following guideline
in terms of legibility:
Austroads Guideline to Traffic Engineering Practice,
Part 8: Traffic Control Devices.

The Traffic (Christchurch City, and Selwyn District at Templeton) Notice 1999
Pursuant to section 52 of the Transport Act 1962 and
regulation 21 (2) of the Traffic Regulations 1976 and
pursuant to an authority sub-delegated to me by the Land
Transport Safety Authority of New Zealand dated 9 June
1997, I, John Paul Edgar, Manager, Safer Roads, give the
following notice:
Notice
(1) This notice may be cited as the Traffic (Christchurch
City, and Selwyn District at Templeton) Notice 1999.
(2) Those localities and roads shown within markings
identified in the legend of and appearing on the plans
numbered:
TT99/56/1 of 4 entitled ‘‘Gazetted Speed Restrictions for
roads in Christchurch City and roads at Templeton in
Selwyn District’’; and
TT99/56/2 of 4 entitled ‘‘Gazetted Speed Restrictions for
roads in Christchurch City and roads at Templeton in
Selwyn District’’; and
TT99/56/3 of 4 entitled ‘‘Gazetted Speed Restrictions for
roads in Christchurch City and roads at Templeton in
Selwyn District’’; and
TT99/56/4 of 4 entitled ‘‘Gazetted Speed Restrictions for
roads in Christchurch City and roads at Templeton in
Selwyn District’’,
held by the Head Office of the Land Transport Safety
Authority are declared to closely populated localities at all
times, pursuant to section 52 of the Transport Act 1962 at
all times pursuant to section 52 (1) (c) of the Transport Act
1962; except where declared:
(a) as 70 kilometres an hour speed-limit areas pursuant to
regulation 21 (2) of the Traffic Regulations 1976; or
(b) as excluded from the limitations as to speed imposed
by section 52 (1) of the Transport Act 1962,
as may be ascertained from the legend. The plans and
legends are hereby incorporated into this notice.
(3) The Traffic (Christchurch City, and Selwyn District at
Templeton) Notice 1997* is revoked.
