Citizens Initiated Referendum (Appointed Day) Order (No. 3) 1999

ORDER IN COUNCIL

At Wellington this 27th day of October 1999

Present:
His EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL

Pursuant to section 22 (4) (c) of the Citizens Initiated Referenda Act 1993, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, makes the following order.

O r d e r

  1. Title and commencement—(1) This order may be cited as the Citizens Initiated Referendum (Appointed Day) Order (No. 3) 1999.

(2) This order comes into force at 6.00 pm on 27 October 1999.

  1. Appointed day—Saturday, 27 November 1999, being polling day for the 1999 general election, is appointed as the day on which an indicative referendum is to be held under the Citizens Initiated Referenda Act 1993 on the following question, namely,—

Should the size of the House of Representatives be reduced from 120 members to 99 members?

  1. Revocation—The Citizens Initiated Referendum (Appointed Day) Order 1999 (Gaz. 1999, p. 767) is revoked.

Explanatory Note

This note is not part of the order, but is intended to indicate its general effect.

This order appoints Saturday, 27 November 1999, as the day on which an indicative referendum is to be held under the Citizens Initiated Referenda Act 1993 on the following question, namely,—

Should the size of the House of Representatives be reduced from 120 members to 99 members?

That date is polling day for the 1999 general election, and the referendum will therefore be held in conjunction with the election.

This order revokes and replaces the Citizens Initiated Referendum (Appointed Day) Order 1999, which appointed Saturday, 18 December 1999, as the day on which this indicative referendum was to be held.

The referendum results from a petition promoted by Mrs Margaret Robertson (which petition was presented to the House of Representatives on 17 February 1999 after it had been certified correct by the Clerk of the House of Representatives).

Should there be a reform of our justice system placing greater emphasis on the needs of victims, providing restitution and compensation for them and imposing minimum sentences and hard labour for all serious violent offences?
