Supplementary Integration Agreement

Pursuant to section 10 of the Private Schools Conditional Integration Act 1975, notice is given that a supplementary integration agreement has been signed between the Minister of Education on behalf of Her Majesty the Queen, acting through the Senior Manager, National Operations, Ministry of Education, pursuant to delegated authority, and the proprietor of the following school:

Belmont Academy School, Hawera.

The said supplementary integration agreement was executed on the 30th day of August 1999. A copy of the supplementary integration agreement is available for inspection without charge by any member of the public at the district office of the Ministry of Education, 116 Victoria Avenue, Wanganui.

Electrical Workers Registration Board

Electricity Act 1992

Notice of Disciplinary Action Taken by the Electrical Workers Registration Board

The Registrar of the Electrical Workers Registration Board ("the board"), having been directed by the board, in accordance with section 139 of the Electricity Act 1992, gives notice of the following registered electrical workers having been disciplined by the board under Part XI of the Electricity Act 1992, and the effect of the decision or order of the board:

Evan Raymond Futcher of Carterton, was censured and ordered to pay costs of $750. The costs to be paid by 7 June 1999.

John Francis Hubbard of New Plymouth had his electrical service technician's registration restricted for a period of 3 years from 19 July 1999. The restriction is that Mr Hubbard can not assist a registered electrician, being a supervisor of electrical work, or a registered electrical inspector to carry out prescribed electrical work which is outside the limits of his electrical service technician's registration. Mr Hubbard was fined $750 and ordered to pay costs of $750. The fine and costs to be paid by 23 August 1999.

Peter Richard McLean of Mangere had his electrician's registration restricted for 3 years from 17 July 1999. The restriction is that he is limited to work on prescribed electrical work only in the employ of an employer who has been approved by the Board. This restriction does not entitle him to carry out prescribed electrical work whilst self employed. Mr McLean, whilst carrying out any prescribed electrical work to which regulation 39 (1) of the Electricity Regulations 1997, can not be assisted by an unregistered person and he cannot test and/or certify any prescribed electrical work to which regulation 39 (1) of the Electricity Regulations 1997 applies unless he is supervised by a registered electrical inspector or an electrician whose registration is free from restriction. Mr McLean was fined $2,000 and ordered to pay costs of $1,000. The fine and costs to be paid by 23 August 1999.

Frederick Joseph Offenbaker of Orewa was fined $300 and ordered to pay costs of $500. The fine and costs to be paid by 21 July 1999.

Lindsay Terence Rowles of Warkworth had his electrician's registration suspended pursuant to section 127 (2) (c) of the Electricity Act 1992 until such time as he passes the electrician's level electrical wiring regulations and practical examinations. Mr Rowles was ordered to pay costs of $200. The costs to be paid by 23 August 1999.

Diplomatic Privileges and Immunities Act 1968

Privileges and Immunities of Representatives of APEC Member Economies and Their Official Staff Attending the Seventh APEC Economic Leaders' Meeting and the Eleventh APEC Ministerial Meeting

Pursuant to section 11 of the Diplomatic Privileges and Immunities Act 1968 ("the Act"), the Minister of Foreign Affairs and Trade declares that:

Representatives of the Asia Pacific Economic Cooperation (APEC) member economies, including New Zealand, will be attending the Seventh APEC Economic Leaders' Meeting and the Eleventh APEC Ministerial Meeting to be held in Auckland in September 1999; and

Doubts may arise as to the privileges and immunities which may be enjoyed by those representatives and their official administrative and support staff attending the said meetings,

and directs that:

(a) Every representative (including official delegates) of the APEC member economies (other than of New Zealand) shall be accorded the privileges and immunities conferred by or by virtue of Part I of the Act on a diplomatic agent as specified in Articles 29 to 37 (1) inclusive of the Vienna Convention on Diplomatic Relations, set out in the First Schedule to the Act; and

(b) The members of the official administrative and support staff of any such representative shall be accorded the following privileges and immunities:

(i) Immunity from suit and legal process in respect of things done or omitted to be done by them in the course of the performance of their official duties;

(ii) Exemption from income tax in respect of emoluments received by them for services in respect of their official duties;

(iii) Exemption from taxes on the importation of goods for official use in New Zealand, that exemption to be subject to compliance with such conditions as the Minister of Customs may determine for the protection of the revenue.
