(k) The personal effects of the person and his or her spouse (if any):

"Eligible Parent" means a sole parent—

(a) Who received a benefit under the Act at a Sole Parent Rate; and

(b) Who, within the last 6 months, has had that benefit cancelled due to employment, or suspended under section 80 (6) of the Act due to temporary employment; and

(c) Whose Cash Assets do not exceed four times the appropriate weekly rate of an invalids benefit under the Act,—

but does not include a sole parent whose employment has ceased.

"Employer" means the employer of an Eligible Parent;

"Sole Parent Rate", in relation to a benefit, means a rate of benefit payable to an unmarried person with 1 or more children;

"Transition Grant" means the assistance available under this programme.

2.2 The terms otherwise defined in section 3 (1) of the Act have the meanings so defined.

2.3 Words referring to the singular include the plural and vice versa.

3. Application of the Social Security Act 1964

3.1 Sections 3 (1), 12, 62, 64, 66, 68, 70, 70B, 71, 71A, 73, 74, 74A, 77, 80 (1), 80A, 80BD (1), 81, 84, and 84A of the Act apply to this programme, and to applicants for assistance under this programme, as if the special assistance available under this programme were a benefit under the Act.

3.2 Nothing in Clause 3.1 limits any other provision of the Act.

4. Eligibility for Transitional Grant

4.1 The chief executive may pay a Transition Grant to an Eligible Parent during a period when that Eligible Parent is unable to attend work because—

4.1.1 The Eligible Parent is sick, or a dependent child of the Eligible Parent is sick, and the Employer does not make paid sick leave available or the Eligible Parent has exhausted his or her entitlement to paid sick leave; or

4.1.2 There has been a break down in childcare arrangements for an Eligible Parent’s dependent child, and the Employer does not make paid sick leave or paid annual leave available to enable the Eligible Parent to care for the child, or the parent has exhausted his or her entitlement to paid sick leave or paid annual leave.

4.2 A Transition Grant may be paid only during the 6 month period commencing on the date the Eligible Parent’s benefit was cancelled or suspended because of employment.

5. Payment

5.1 The amount of a Transition Grant is the lesser of—

5.1.1 $50 for each day the Eligible Parent is absent from work for a reason referred to in clause 4.1; or

5.1.2 The Eligible Parent’s actual loss of income for each such day.

5.2 Transition Grants totalling no more than $500 may be paid to a sole parent during the 6 month period of eligibility referred to in clause 4.2.

Explanatory Note

This note is not part of the welfare programme but is intended to indicate its general effect.

This programme comes into effect on 1 February 1999, and provides for Transition Grant payments to be made to sole parents who cease receiving a benefit to commence employment. A payment may be made during a period when the sole parent is unable to work because of sickness or a dependent child’s sickness and paid sick leave is unavailable to the parent, or because of a breakdown in childcare arrangements and paid sick leave or annual leave is unavailable to the parent. There is a 6 month period of eligibility, and no more than $500 may be paid in that period.
