Social Security Act 1964

Amendment to the Special Needs Grant Welfare Programme

Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Services, Work and Income, approve the following amendments to the Special Needs Grant welfare programme (as originally approved on 8 January 1996, and approved by me on 20 December 1996), which are to be considered part of the programme with effect on and from 2 November 1998.

AMENDMENTS

1. SPECIAL ASSISTANCE TO THE RURAL SECTOR

1.1 The programme is amended by inserting, after clause 20G.3, the following clauses:

“20H Grants to farmers in the Buller, Grey and Westland Districts, and the Waikato and Franklin Districts

“20H.1 Farmers affected by the prolonged period of rainfall that started in September 1997 in the Buller, Grey and Westland Districts are eligible for financial assistance under this Part as if clause 20C.1 applies to them.

“20H.2 Farmers affected by the floods in July 1998 in the Waikato and Franklin Districts are eligible for financial assistance under this Part as if clause 20C.1 applies to them.

“20H.3 In relation to such farmers, this Part comes into effect on 2 November 1998 and ceases to apply on 2 November 1999, unless extended by the Minister.

“20H.4 For the purposes of assisting such farmers under this Part, clause 20C.2 does not apply.”

Explanatory Note:

This note is not part of the welfare programme but is intended to indicate its general effect.

These amendments, approved by the Minister of Social Services, Work and Income under section 124 (1) (d) of the Social Security Act 1964, amend the welfare programme approved by the Minister on 8 January 1996 relating to special needs grants.

The amendments to the programme are to assist farmers affected by the prolonged period of rainfall in the Buller, Grey and Westland Districts, and farmers affected by the floods in the Waikato and Franklin Districts.

The changes to the programme come into force on 2 November 1998.

Civil Aviation Act 1990

Notice of the Variation of a Scheduled International Air Service Licence

Pursuant to section 87O of the Civil Aviation Act 1990 and a delegation from the Secretary for Transport dated 28 August 1996, I give notice that I have varied the scheduled international air service licence issued to British Airways Plc to provide for services to be carried on from the United Kingdom via intermediate points to New Zealand and to points beyond with such capacity as is filed with and acknowledged by the Secretary for Transport, subject to the exercise of fifth freedom traffic rights between intermediate points and points in New Zealand being limited to 7 services per week.

Notice of the Variation of a Scheduled International Air Service Licence

Further to notices in the New Zealand Gazette of 30 July 1998, 10 September 1998, and 8 October 1998, and pursuant to section 87J (6) of the Civil Aviation Act 1990, a delegation from the Minister of Transport dated 27 August 1996, and a subdelegation from the Secretary for Transport dated 28 August 1996, I give notice that the Minister of Transport has varied the Scheduled International Air Service Licence issued to Air New Zealand to provide for:

(i) in respect of Japan, the operation of up to 6 return B747 services or equivalent per week to Tokyo, including 3 B747 services per week jointly with Japan Airlines, and the operation of up to 3 return B767 services per week via Nadi to Nagoya;

(ii) in respect of the United Kingdom, the operation of up to 7 return services per week, with the opportunity to exercise fifth freedom traffic rights between intermediate points and points in the United Kingdom on all 7 services;

(iii) in respect of Canada, the offering of code-share only services between points in New Zealand and points in Canada, optionally via any point or points and optionally beyond to any point or points (subject to the restrictions on fifth-freedom and own-stopover traffic rights as contained in the bilateral arrangements between Canada and New Zealand), with such level of capacity as is filed with and acknowledged by the Secretary for Transport;

(iv) in respect of France, the operation of up to 3 return services per week between Papeete and Los Angeles with aircraft of capacity not exceeding 300 seats;

(v) in respect of Belgium, the commencement of services from New Zealand via intermediate points to Belgium and to points beyond (subject to the restrictions on fifth freedom traffic rights as contained in the bilateral arrangements between Belgium and New Zealand),
