Amendments
1. Title and commencement
1.1 Clause 1.2 of the programme is amended by adding the words "and ends when the last allowance payable under it ceases to be payable under clause 3.1B".
2. Eligibility
2.1 The programme is amended by inserting, after clause 3.1, the following clauses:
"3.1A No new allowance may be granted under this programme on an application made on or after the day this clause comes into effect.
3.1B Every person receiving an allowance pursuant to a grant made on an application made before this clause comes into effect may, while eligible for it, continue to receive an allowance until the earlier of the following dates:
(a) The date the child in respect of whom the allowance was granted turns 18;
(b) The date that child ceases to receive a training benefit or a basic grant under the Student Allowances Regulations 1991;
(c) The date the applicant ceases to be in receipt of the sole parent benefit that qualified the applicant for the allowance."

Direction by the Minister of Social Welfare
In the matter of section 5 (2) of the Social Security Act 1964:
To: The Director-General of Social Welfare
Pursuant to section 5 (2) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Welfare, hereby direct that on or after the date of this direction, the amendments set out in the Schedule to this direction shall be read together with and deemed part of the direction dated 14 April 1997 that I gave to you in relation to grants of special benefit.
Schedule
1. Definition of Chargeable Income Amended
1.1 The direction is amended by omitting paragraph (f) of the definition of the term "chargeable income" in Part 3, and substituting the following paragraph:
"(f) The amount of any regular payments received under any welfare programme approved under section 124 (1) (d) of the Act (other than payments under the Away from Home Allowance Programme or any regular payments intended to pay or reimburse specified costs of the applicant); and".
2. Schedule Amended
2.1 The direction is amended:
(a) By omitting from each of clauses 1, 10, 11, and 13 of the Schedule the words "job search allowance", and substituting the words "young job seeker’s allowance";
(b) By omitting from clause 16 of the Schedule the word "income", and substituting the word "costs".

Explanatory Note
This direction amends the Direction given by the Minister of Social Welfare relating to the grant of special benefit.
Clause 1 amends the definition of chargeable income to exempt payments of the new Away from Home Allowance from being included in an applicant’s chargeable income.
Clause 2 amends the Schedule. The amendments in clause 2.1 (a) are as a result of statutory amendments to the Social Security Act 1964 in force on 1 January 1998. These abolish the job search allowance, and establish a new benefit called the young job seeker’s allowance for people under 25. The references to job search allowance in the Schedule are replaced by references to young job seeker’s allowance.
The amendment in clause 2.1 (b) corrects a drafting error in the direction.
