Amendment to the Training Incentive Assistance Welfare Programme

Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Welfare, approve the following amendment to the Training Incentive Assistance welfare programme (as originally approved on 27 March 1996, and approved by me on 23 December 1996), which is to be considered part of the programme with effect on and from the date of this approval.

Amendment

  1. Definition of Income Amended

1.1 The programme is amended by omitting clause 7.2 and substituting the following clause:

“7.2 In clause 7.1, an applicant’s income—

“(a) includes the income of—

“(i) his or her spouse (if any); or

“(ii) if the applicant is a dependant child, his or her parent; but

“(b) does not include any money received under the Away from Home Allowance Programme approved under section 124 (1) (d) of the Social Security Act 1964.”

Amendment to the Recoverable Assistance for Non-Beneficiaries Welfare Programme

Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Welfare, approve the following amendment to the Recoverable Assistance for Non-beneficiaries welfare programme (as originally approved on 17 June 1996, and approved by me on 23 December 1996), which is to be considered part of the programme with effect on and from 1 January 1998.

Amendment

  1. Definition of Chargeable Income Amended

1.1 The programme is amended by omitting the definition of “Chargeable income” in clause 10.3 and substituting the following definition:

“Chargeable income” in relation to a beneficiary includes—

“(a) any benefit granted under Part I of the Social Security Act 1964;

“(b) when that applicant is receiving an unsupported child’s or an orphan’s benefit for one or more children, the difference between—

“(i) the amount of any such benefit received; and

“(ii) the amount of family support that would be payable under the Income Tax Act 1994 for each such child, calculated on the basis that each such child was the applicant’s dependant child; and

“(c) any war disability pension granted under the War Pension’s Act 1954;

“(d) any New Zealand superannuation granted under the Social Welfare (Transitional Provisions) Act 1990;

“(e) any veteran’s pension granted under the Social Welfare (Transitional Provisions) Act 1990;

“(f) any income as defined under section 3 of the Social Security Act 1964; and

“(g) the amount of allowance received under clause 9.1 (a); but ‘does not include’—

“(a) any money received under the Away from Home Allowance Programme approved under section 124 (1) (d) of the Social Security Act 1964.”

Amendment to the Childcare Subsidy Welfare Programme

Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Welfare, approve the following amendment to the Childcare Subsidy welfare programme (as originally approved on 27 March 1996, and approved by me on 23 December 1996), which is to be considered part of the programme with effect on and from the date of this approval.

Amendment

  1. Definition of Income Amended

1.1 The programme is amended by omitting clause 2.2 and substituting the following clause:

“2.2 In this programme, unless the context otherwise requires, expressions defined in section 3 (1) of the Social Security Act 1964 have the meanings so defined, except that ‘income’—

“(a) includes—

“(i) the amount of any benefit (before any tax deduction) received by the principal caregiver and any other caregiver; and

“(ii) the amount of any child support received by the principal caregiver and any other caregiver; and

“(iii) the amount of any income (before any tax deduction) received by any other caregiver; but

“(b) does not include any money received under the Away from Home Allowance Programme approved under section 124 (1) (d) of the Social Security Act 1964.”

Abolition of Transitional Training Support Allowance Welfare Programme for New Entrants

I, Roger Morrison Sowry, Minister of Social Welfare, approve the following amendments (which have the effect of abolishing the programme for new entrants) to the Transitional Training Support Allowance Programme for special assistance (as originally approved under section 124 (1) (d) of the Social Security Act 1964 on 9 March 1995 and as amended on 27 March 1996, and as approved by me on 23 December 1996, and as amended on 31 March 1997).

These amendments take effect on and from the date of this approval.
