The Minister of Transport intends to make ordinary rules in the following CAR Part—
Part 119 Air Transport Operator—Certification
—pursuant to section 34 (1) (a) of the Civil Aviation Act 1990. The submission time for the proposed part is indicated in the NPRM and is not less than 30 days.

Airworthiness Directives
Pursuant to section 72i (3) (a) of the Civil Aviation Act 1990, and to a delegation from the Director of Civil Aviation, I, Geoffrey Neil Connor, Safety Analyst—Continuing Airworthiness, hereby issue the following airworthiness directives in respect of aircraft:

These airworthiness directives shall come into force on 20 August 1998.
These airworthiness directives may be viewed on the CAA web site (www.caa.govt.nz) or at Aviation House, 1 Market Grove, Lower Hutt.

Designation of Airspace
Civil Aviation Rules Parts 71 and 73
Pursuant to Civil Aviation Rule Part 73.7 (b) (i), the following airspace details are amended with effect from 08 October 1998—
- A new parachute drop zone is established:
NZP127 (Parnell, Auckland City).
Pursuant to Civil Aviation Rule Part 71.7 (b) (i), the following airspace details are amended with effect from 03 December 1998—
- Required Navigation Performance (RNP10) airspace is designated to be extended from the current Tasman Sea area to the entire Auckland Oceanic FIR, excluding the McMurdo Sector.
Prescribed pursuant to Part 71 and 73 of the Civil Aviation Rules, under a delegated authority issued by the Director of Civil Aviation.

Summary of Exemptions Granted by the Director of Civil Aviation
Pursuant to section 37 of the Civil Aviation Act 1990, notification is hereby given of exemptions, set out in the Schedule hereto, granted by the Director of Civil Aviation.

On 29 July 1998. To each pilot of an aeroplane operating on or in the vicinity of Martinborough aerodrome from the requirement in Civil Aviation Rule 91.223 (a) (3)—that each pilot of an aeroplane operating on or in the vicinity of an aerodrome shall, at aerodromes promulgated in the NZAIP, perform a left hand aerodrome traffic circuit when approaching for a landing and after take-off unless a right hand aerodrome traffic circuit has been prescribed under Part 93.

On 28 July 1998. To Grant Charles Leighton of South Kaipara Heads and Larry Kenneth Bennett of Torbay, both pilots, from the requirement in Civil Aviation Rule 91.311 (a) (2), only in respect of one flight to be conducted in a BK-117 helicopter for the purpose of taking photographs/videos of the LD Nathan Building in Fort Street, Auckland.

On 28 July 1998. To Air New Zealand Limited from the requirement in Civil Aviation Rule 91.703 (a) that no person shall operate an aircraft at an aviation event unless the organiser of the event is the holder of an aviation event authorisation issued by the Director. The exemption is only valid in respect of one flight in Boeing 747-400 aircraft, Registration ZK-NBS, for the purpose of carrying out a display at the 1998 Air Venture Convention in Oshkosh, USA, on 29 July 1998 (NZST).

On 31 July 1998. For Boeing 737 – 2H6, serial number 21732, registration ZK-JJD, being an aircraft operated by NTech Limited of Patumahoe, from the requirement in Civil Aviation Rule 91.529 (a) that every aircraft shall have an automatic ELT installed.

To Great Barrier Airlines Flight Operations Limited, being the holder of an air operator certificate issued under Part 119, from the requirement in Civil Aviation Rule 135.355 that each holder of an air operator certificate shall ensure that each of its aircraft is equipped with a shoulder harness for each crew member only in respect of—
a) Britten-Norman BN 2A-27, Registration ZK-WNZ; and
