(a) Area A

The area contained by a straight line from the outer leading light at Collingwood (at approximately 40° 40.7' S and 172° 41.0' E) to Bush End Point Light, Farewell Spit (at approximately 40° 32.9' S and 173° 00.6' E) and then back along the mean high water mark to the point of commencement at the outer leading light at Collingwood at approximately 40° 40.7' S and 172° 41.0' E.

(b) Area D

Those waters enclosed by a straight line commencing near Totaranui at approximately 40° 49.0' S and 173° 00.9' E to the outer edge of Separation Point Corral Patch at approximately 40° 47.7' S and 173° 07.7' E to a point in mid Tasman Bay at 41° 02.8' S and 173° 16.1' E to Fishermans Island at approximately 40° 59.7' S and 173° 03.1' E to Guilbert Point at approximately 40° 59.5' S and 173° 02.2' E and then back along the mean high water mark to the point of commencement at a point near Totaranui at 40° 49.0' S and 173° 00.9' E.

(c) Areas F, G and H:

Those waters enclosed by a straight line commencing at Motueka at approximately 41° 08.3' S and 173° 01.3' E to a point in mid Tasman Bay at 41° 02.8' S to 173° 16.1' E to Okuri Point at approximately 40° 58.6' S and 173° 45.7' E and then back along the mean high water mark at approximately 41° 08.3' S and 173° 01.3' E.

  1. Cancellation of Previous Notice—The Fisheries (Southern Scallop Fishery Rational Fishing) Notice (No. 2) 1996 (No. F46) published in the New Zealand Gazette on the 24th day of October 1996, No. 155, at page 4110 is hereby cancelled.

The Fisheries (Nelson/Marlborough Dredge Oyster Fishery Season) Notice (No. 2) 1997

Pursuant to section 368 (6) of the Fisheries Act 1996, the Minister of Fisheries, hereby makes the following notice:

Notice

  1. Title and commencement—(1) This notice may be cited as the Fisheries (Nelson/Marlborough Dredge Oyster Fishery Season) Notice (No. 2) 1997.

  2. Interpretation—In this notice any reference to the Nelson/Marlborough Dredge Oyster Fishery means the Fishery described in Part III of the First Schedule to the Fisheries Act 1996.

  3. Dredge Oyster Season—The period commencing on the 1st day of October 1997 and ending with the close of the 18th day of December 1997, and then the period commencing with the 1st day of March 1998 and ending with the 31st day of August 1998 shall be the Nelson/Marlborough dredge oyster season for the 1997/98 fishing year.

Notice to the Transitional Health Authority of the Crown’s Objectives for Health and Disability Services for 1997/98

I, Simon William English, hereby give the Transitional Health Authority notice of the Crown’s objectives in relation to the matters described in section 8 (1) of the Health and Disability Services Act 1993.

1. Primary Objectives

The Crown’s primary objective is to improve health status, improve, promote and protect the public health, and to promote the independence of the people of New Zealand.

The Crown’s objective for Māori health is to improve Māori health status so Māori have the opportunity to enjoy the same level of health as non-Māori.

2. Management Expectations

In order to fulfil the Crown’s primary objectives, the Transitional Health Authority will focus its activities on the following objectives:

Contracting cycle

That the Transitional Health Authority has a robust cycle of assessing health need, analysing and prioritising the services it contracts for, and ensuring its contracting achieves the greatest improvement in health and independence for the Authority’s eligible population, within the resource constraints.

Financial management and financial performance

That the Transitional Health Authority operates a financially sound and sustainable business, within appropriated funding levels, and is able to assure the Government of this.

Risk management

That the Transitional Health Authority manages its risk by maintaining effective and efficient risk management strategies and processes within the constraints set by the Crown, including budget, service requirements and the financial operating environment.

Relationships with providers

That the Transitional Health Authority ensures contracting arrangements are based on effective relationships and negotiations carried out in good faith, and that it fosters an environment of cooperation and collaboration between itself and providers, and between providers.

Strategic direction

That the Transitional Health Authority ensures that its strategic direction is consistent with the Government’s strategic direction during the 1997/98 transitional year as outlined in the Coalition Agreement.

Consumer satisfaction

That the Transitional Health Authority ensures that the services it contracts for are satisfactory to consumers (including potential consumers) and that providers of those services have adequate systems to ensure consumer satisfaction is monitored and maintained.

3. Policy Priority Areas

In order to fulfil the Crown’s primary objectives, the Transitional Health Authority will focus its activities on the following objectives:
