17. Antarctic Research

Definition

Science and technology focused on the physical and biological nature of Antarctica, including the geology, natural ecosystems and climate.

Included is all science and technology physically carried out in Antarctica, including social research.

Strategic Goals

“Improvements to knowledge and understanding of the Antarctic.”

  • Maintenance of biodiversity
  • Management of biological risk
  • Management of physical risk

Research, Science and Technology in Government Departments

The definition of public good science and technology which is set out in the Foundation for Research, Science and Technology Act 1990 is so broad as to include almost all research undertaken or commissioned by government departments. However, government departments have an implied obligation to conduct “operational” research to underpin their policy advice and operations as part of their core business, and this is reflected in the cost of departmental outputs purchased by the Government.

Operational research is research that underpins the statutory, regulatory or operational responsibilities of a government department, where that department is the major user of that research.

The Foundation for Research, Science and Technology is to consider proposals from government departments if:

  • the proposal meets criteria set out in the Foundation for Research, Science and Technology Act 1990 and in the Government’s statement of policies and priorities for public good science and technology, and

  • the proposal is not for operational research (as defined above) that is the responsibility of departments, and

  • outputs from the proposed programme will potentially be of wide interest and applicability inside and outside government, and

  • outputs from the proposed programme will be made available by the department on the same basis as other public good research.

Proposals must contribute to the goals and issues described in purchasing strategies produced by the Foundation pursuant to the Government’s statement of policies and priorities for public good science and technology.

Research should be funded through department Votes if:

  • the research fits the above definition of operational research, and

  • the research is integral to the generation by a department of outputs specifically contracted for by the government, and

  • the results of the research are primarily of interest within that department alone.
