Civil Aviation Rules
The Minister of Transport intends to make ordinary rules in the following CAR Part—
Part 140 — Aviation Security Service Organisations.
— pursuant to section 34 (1) (a) of the Civil Aviation Act 1990. The submission time for the proposed part is indicated in the NPRM and is not less than 40 days.
Copies of the Notice of Proposed Rule Making are available for viewing at Aviation House, 1 Market Grove, Lower Hutt and on application to: The Docket Clerk, P.O. Box 31-441, Lower Hutt 6315.

Traffic Regulations 1976
Exemption of Certain Motor Vehicles From Requirements of the Traffic Regulations 1976 Relating to Auxiliary Headlamps
Pursuant to regulation 90 (1) of the Traffic Regulations 1976, I, John Andrew Justice, Senior Engineer, hereby exempt the motor vehicles specified in Schedule 1 of this notice from the requirements of regulation 65 (a) of said regulations, subject to the conditions specified in Schedule 2.
The New Zealand Gazette notice entitled “Exemption of Certain Motor Vehicles From Requirements of the Traffic Regulations 1976 Relating to Auxiliary Headlamps”, published on 20 March 1997, Issue No. 25, page 647 and referenced as “au1677” is hereby revoked.
For the avoidance of doubt, the New Zealand Gazette notice entitled “Exemption of Certain Motor Vehicles from Requirements Relating to Auxiliary Headlamps”, published on 5 July 1990, Issue No. 113, page 2311 and referenced as “go7354” that was revoked by the notice referenced as “au1677” remains revoked.
Schedule 1
Motor vehicles (other than mopeds and trailers) having front fog lamps fitted.
Schedule 2
(a) 1 fog lamp must be fitted on motor cycles, 2 fog lamps must be fitted on vehicles other than motor cycles.
(b) The fog lamp(s) must comply with 1 or more of the following standards:
- Economic Commission for Europe ECE Regulation No. 19,
- European Economic Community Directive 76/762/EEC,
- Federal Motor Vehicle Safety Standard FMVSS 108,
- Japanese Industrial Standard JIS D5500,
- Australian Design Rule ADR 50 together with ADR 13.
(c) The fog lamp(s) must be forward facing and, when lit, display a light substantially white or amber in colour.
(d) The fog lamp(s) must be securely and rigidly mounted in a permanently dipped position.
(e) No other auxiliary headlamps may be fitted on the vehicle.

Transport Act 1962
Approval of Defensive Driving Organisations
Pursuant to section 39 (a) of the Transport Act 1962 and section 48 (2) (a) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986, under powers delegated to me by the Director of Land Transport Safety in an instrument of delegation dated the 23rd day of December 1996, I, Alan Woodside, Group Manager, Safer People and Operators, hereby approve the following organisations for the purposes of section 68 (1) (b) of the Transport Act 1962 and regulations 11 (1) (b) (i) and 32 (2) (c) of the Transport (Drivers Licensing) Regulations 1987:
Adams Driving School, Orewa.
Kuranui College, Greytown.
Ward Fischer, Hamilton.
Georgina Reti, Rotorua.

Transport (Vehicle Standards) Regulations 1990
Exemption From Specified Requirements of the Transport (Vehicle Standards) Regulations 1990
Pursuant to regulation 36 of the Transport (Vehicle Standards) Regulations 1990, I, John Andrew Justice, Senior Engineer, hereby exempt the motor vehicle specified in Schedule 1 of this notice from the requirements of the Transport (Vehicle Standards) Regulations 1990 listed in Schedule 2, subject to the conditions specified in Schedule 3 of this notice.
