Rules of Casino Table Games, Amendment No. 3

Pursuant to section 63 of the Casino Control Act 1990, the Casino Control Authority on 14 June 1996 resolved that, with effect from 10.00 a.m. on Friday, 12 July 1996:

  1. The game of Tournament Blackjack be approved to be conducted and played in:

(a) the licensed casino at 30–38 Victoria Street, Christchurch, and

(b) the licensed casino at the property bounded by Hobson, Victoria, Federal and Wellesley Streets, Auckland;

  1. The Rules of Casino Table Games approved to be conducted and played in the casinos referred to above, as set out in the Supplement dated Friday, 25 January 1996 to the New Zealand Gazette of Thursday, 25 January 1996, and as subsequently amended by notices in the editions of the New Zealand Gazette of Thursday, 22 February 1996 and of Thursday, 4 April 1996, be amended as set out in the Schedule hereto; and

  2. The Rules of Casino Table Games referred to above, as so amended and as applicable, be approved as the rules for Tournament Blackjack.

Schedule

1.0 Table of Contents

The table of contents prior to Division I of the rules is hereby amended by inserting, at the end of the table, the following:

‘‘DIVISION XI—TOURNAMENT BLACKJACK

Part 1 Interpretation

Part 2 Application of General Rules and Rules of Blackjack

Part 3 Conditions of Entry

Part 4 Wagers

Part 5 Rules of Tournament Play

Part 6 End of Session’’.

2.0 Division XI—Tournament Blackjack

The rules are hereby amended by inserting, after Division X, the following:

‘‘DIVISION XI—TOURNAMENT BLACKJACK

1.0 Interpretation

In this division, unless the contrary intention appears:

‘‘Applicant’’ means an applicant for entry to a tournament;

‘‘Betting Marker’’ means a marker which shall be used to indicate the player who is required to place the first bet at the commencement of a round;

‘‘Play-Off’’ means a session, or more if required, held to determine a winner as between 2 or more players at a particular table in the event that those players hold an equal value of tournament chips at the conclusion of a session of play at the table, and a result is required to determine who wins or is a place-getter in the tournament, or who progresses to the next session;

‘‘Player’’ means a person accepted to participate in a tournament;

‘‘Session’’ means a set period of play determined by time, or by a number of shoes or rounds, at the completion of which a winner or winners and/or a place-getter or place-getters, as applicable, is or are determined for the tournament or for advancement to a further session, except that:

(a) the period of play shall cease immediately where, at the end of a round of play, there is only one player remaining at the table holding, in accordance with the rules, either any tournament chips, or at least the amount of the required minimum wager in tournament chips,

(b) subject to subparagraph (a) above, where a period of play is determined by time, and the time elapses during a round of play after the first card of the round has been removed from the shoe, the period shall cease at the end of that round, and

(c) subject to subparagraph (a) above, where a period of play is determined by a number of shoes, the period shall cease at the completion of the round following the round during which the cutting card or the first of the cutting cards, as the case may be, is reached during the last shoe;

‘‘Shoe Number Indicator’’ means the indicator which, where a session is determined by a number of shoes, shall indicate to the players at each table which shoe (whether the first, second, and so on) of the session is in play at that time;

‘‘Tournament’’ means a competition based on the playing of the game of blackjack provided for in these rules, which provides all players with an equal chance of winning;

‘‘Tournament Chips’’, in relation to a tournament, means chips approved by the Authority for use in the game of tournament blackjack, and designated by the casino operator for use in the tournament concerned;

‘‘Tournament Director’’, in relation to a tournament, means a game supervisor or other representative of the casino operator, designated by the casino operator, who shall be present during tournament play and be responsible for the conduct of the tournament.

2.0 Application of General Rules and Rules of Blackjack

2.1 Subject to rules 2.2 and 2.3 of this division:

(a) the general rules contained in Division I of these rules; and

(b) the rules of the game of blackjack contained in Division II of these rules

shall apply to the game of tournament blackjack, except that where the rules of the game of tournament blackjack are inconsistent with the general rules or with the rules of the game of blackjack, the rules of tournament blackjack shall prevail to the extent of any inconsistency when tournament blackjack is being played.

2.2 The following rules shall not apply to the game of tournament blackjack:

(a) Part 13.0 of Division I; and

(b) rules 4.4, 4.9, 6.1, 7.8, 7.9, and Parts 13.0 and 14.0 of Division II.
