Notice
(1) This notice may be cited as the Traffic (Hauraki District) Notice 1996.
(2) Those localities and roads within markings identified in the legend of and appearing on the plan numbered TT9612/1, entitled ‘Hauraki District Council Speed Restrictions at Ngatea’ and held by the head office of the Land Transport Safety Authority, are declared to be closely populated localities at all times, pursuant to section 52 (1) of the Transport Act 1962, or 70 kilometres an hour speed limit areas or limited speed zones, pursuant to regulation 21 (2) of the Traffic Regulations 1976, or are excluded from the limitation as to speed imposed by section 52 (1) of the Transport Act 1962, pursuant to section 52 (2) of the Transport Act 1962, as may be ascertained from the legend. The said plan and legend are hereby incorporated into this notice.
(3) The Traffic (Hauraki Plains County) Notice No. 1, 1982* is revoked.

The Traffic (Waimate District) Notice 1996
Pursuant to section 52 (1) of the Transport Act 1962, and to regulation 21 (2) of the Traffic Regulations 1976, and to a delegation from the Minister of Transport, dated 31 August 1990, I, Grant Stewart Ellis Milne, Secretary for Transport, give the following notice:
Notice
(1) This notice may be cited as the Traffic (Waimate District) Notice 1996.
(2) The roads specified in the First Schedule are declared to be closely populated localities at all times for the purposes of section 52 (1) of the Transport Act 1962.
(3) The roads specified in the Second Schedule are declared to be 70 kilometres an hour speed limit areas for the purposes of regulation 21 (2) of the Traffic Regulations 1976.
(4) That part of the Second Schedule to the Traffic (Waimate District) Notice No. 1, 1981* which relates to roads situated within Waimate County at Saint Andrews, is revoked.
First Schedule
Situated within Waimate District at Saint Andrews:
Blue Cliffs Road: from its eastern end to a point 330 metres measured westerly, generally, from the No. 1 State Highway (Awamui-Bluff).
Thackeray Street.
Eliot Street.
Hall Street.
Braddon Street: from Blue Cliffs Road to a point 280 metres measured southerly, generally, from Blue Cliffs Road.
Second Schedule
Situated within Waimate District at Saint Andrews:
No. 1 State Highway: (Awamui-Bluff), from a point 360 metres measured northerly, generally, along the said State highway from Blue Cliffs Road to a point 320 metres measured southerly, generally, along the said State highway from Thackeray Street.
Blue Cliffs Road: from a point 330 metres measured westerly, generally, from the No. 1 State Highway (Awamui-Bluff) to a point 650 metres measured westerly, generally, from the said State highway.

Approval of Defensive Driving Organisation
Pursuant to section 39A of the Transport Act 1962 and section 48 (2) (a) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986; under powers delegated to me by the Director of Land Transport Safety in an instrument of delegation dated the 13th day of May 1996; I, Roy Harold Hitchcock, Compliance Officer, Safer People and Operators, hereby approve the following organisation for the purposes of section 68 (1) (b) of the Transport Act 1962 and regulations 11 (1) (b) (i) and 32 (2) (c) of the Transport (Drivers Licensing) Regulations 1987:

Transport (Vehicle Standards) Regulations 1990
Exemption From Braking Requirements of the Transport (Vehicle Standards) Regulations 1990
Pursuant to regulation 36 of the Transport (Vehicle Standards) Regulations 1990, I, Michael Joseph Small, Senior Vehicle Compliance Officer, hereby exempt the motor vehicle specified in Schedule 1 of this notice from the requirements contained within regulations 13 (3) (a) and 13 (4) of the Transport (Vehicle Standards) Regulations 1990, subject to the conditions specified within Schedule 2 of this notice.

The service brake shall incorporate a dual braking system on the service brake foot valve (brake pedal) to the road wheels of the vehicle.

The vehicle must pass a series of practical parking brake tests. These tests are to be carried out in compliance with paragraphs (a) and (b) below. Tests (a) and (b) must be carried out on a gradient of not less than 1 in 5, while the vehicle is facing both up hill and down hill. These tests will ensure that the parking brake is capable of securely holding the laden vehicle for an indefinite period of time:
(a) The first test is conducted with the vehicle’s maximum load evenly distributed over the area intended to carry the vehicle load. In this state, there is equal weight on the parking brake and tag axles. This
