activity. The Secretary must be satisfied that the design and implementation of a note acceptor device in an EGM has addressed the following items:

i. ability to resist liquid spill entering the note acceptor,

ii. ability to prevent the insertion of foreign objects into the note acceptor,

iii. ability to easily alter the note path from the exterior of the EGM without leaving evidence of physical modification of the device,

iv. note path must be designed to resist jams and impairment during insertion, acceptance and storage of notes.

f. A note acceptor device must include a mechanism (including combination of software, hardware and firmware) which prohibits the input of notes, or rejects them, during periods when the EGM is inoperable or disabled.

g. If fitted external to an EGM, the note acceptor device must be secured in such a way that all screws, nuts and other fitting devices cannot be accessed externally to the unit or EGM (eg. must be bolted from inside the EGM).

h. Interconnecting cables from the note acceptor devices to the EGM must not be exposed external to the EGM.

i. The note acceptor device must employ a reliable means of transmitting credit values to the EGM. Pulse stream interface or serial communication without error detection/correction are not considered to be reliable communication methods.

j. The note acceptor device must have a note receptacle full sensor. Bank note acceptance must be disabled when the receptacle is full and an event is to be reported to the EMS.

C.2.2.5.1. Access to Note Acceptor Devices

a. Access to note acceptor components and note storage areas is to be secured via key lock.

b. Note storage areas are to be locked to the same security level as cashbox areas and similar key management standards are to apply. This lock must securely hold into place a cover over the note storage area.

c. Access to clear note jams in the acceptor device must not provide access to the note storage area.

d. Access to the note acceptor components is to disable the EGM from game play until such time as the access is cleared, and must also cause an access event (cf. drop door open) to be recorded by the Electronic Monitoring System.

e. Access to the note acceptor components and note storage areas must not allow access to the EGM coin storage (drop box) area and vice versa.''.

5.6 Section C.3.2.1.1. of this division is hereby amended by:

(a) deleting from paragraph a. the words ''the coin acceptor in the field'' and substituting the words ''the coin or note acceptor in the field''; and

(b) deleting paragraph b. and substituting the following:
''b. If a signature check of a programmable coin or note reading device is not provided between the EGM and the note acceptance device, the Authority must be able to read the contents of the program, for auditing purposes on the casino floor, via some approved method.''.

5.7 Part C.3 of this division is hereby amended by inserting, after section C.3.2.14.5., the following section:

C.3.2.14.6. Note Acceptors

a. A note acceptor device must maintain sufficient metering to be able to report the following information for the purposes of reconciliation with actual currency cleared. The Authority will consider exemptions on one or more of the following on a case- by-case basis:

i. total number of notes accepted,

ii. total monetary value of notes accepted,

iii. breakdown by note value.

b. It must not be possible to disable any of the note acceptor validation steps or procedures.

c. A note acceptor device must include a mechanism which will automatically disable the acceptance of notes at any time the EGM current credit amount exceeds a value specified by the Secretary. It will be acceptable to incorporate a facility to change this value, however the procedures for implementing a change must include either access to the EGM Logic Area or via command from the Electronic Monitoring System.

d. Note acceptor devices must conduct a self test at each power up. In the event of a self test failure the note acceptor must automatically disable itself (ie enter note reject state) until the error state has been cleared.

e. A note acceptor device may be implemented with a means to enable or disable particular note value notes. The procedure for setting acceptable note values, including via EMS command, must be approved by the Secretary.''.

5.8 Paragraph c. of section C.3.2.15. of this division is hereby amended by deleting the section thereof headed ''Terminal Specific'' and substituting the following:
