Land Transport Safety Authority

Traffic Regulations 1976

Approval of Brake Testing Instrument

Pursuant to regulation 88 (1) of the Traffic Regulations 1976, I, Peter Nicholas Rendall, Senior Vehicle Compliance Officer, hereby approve, for the purposes of regulation 68 (5) of the Traffic Regulations 1976, the brake testing machine of the type described in Schedule 1 of this notice, subject to the conditions of approval set out in Schedule 2 of this notice.

The notice of approval published in the New Zealand Gazette on the 14th day of March 1996, No. 26, page 819, is hereby revoked.

Schedule 1

Make and Type of Machine

B M Autoteknik Moldrup APs Roller Brake Tester, Model No. BM8010 (with and without the facility to test the brakes on dedicated four-wheel drive vehicles), manufactured by B M Autoteknik Moldrup APs, Denmark.

Schedule 2

Conditions of Approval

(1) The supplier shall provide a quality controlled calibration and repair service that is readily available to the users of this machine.

(2) The machine is to be installed in accordance with the manufacturerโ€™s installation instructions.

(3) Access to the machine is to be provided as required, for any person so authorised by the Director of the Land Transport Safety Authority, for the purpose of checking the accuracy of the machine.

Automotive CNG Fuel Cylinder Approvals

Pursuant to regulation 90B of the Traffic Regulations 1976 and pursuant to the powers delegated to me by the Director of Land Transport Safety, I, John Andrew Justice, Manager Safer Vehicles, hereby approve the CNG fuel cylinders listed in the Schedule hereto, for inclusion in any CNG automotive fuel system installed and operated in accordance with the requirements of New Zealand Standard NZS 5422, Part 2, 1987 (incorporating Amendment No. 1), subject to the conditions of approval set out in this notice.

Conditions of Approval

These automotive CNG fuel cylinders are approved subject to the following conditionsโ€”

  1. That they comply with all the design, performance, and test requirements of New Zealand Standard NZS 5454:1989 as applicable to steel or composite steel/fibre wound cylinders as appropriate.

  2. In the case of composite steel/fibre wound cylinders proof of the implementation of the special conditions contained in Appendix D (D1.4.6) of New Zealand Standard NZS 5454:1989 must be provided to the Land Transport Safety Authority of New Zealand.

  3. That they be provided with a cylinder shut off valve designed for the cylinder working pressure and compatible with the test pressure of the cylinder. Cylinder shut off valves shall be fitted with a handwheel to facilitate ease of opening and closing of the valve and shall be fitted with a pressure relief device, which remains in contact with the gas contained in the cylinder whether the handwheel is in the open or closed position, comprising a burst disc backed with a fusible alloy plug having a
