Local Elections (Single Transferable Vote Option)

Enables the option of a single transferable vote (STV) system to be used for local authority elections instead of the first-past-the-post system provided for in the Local Election and Polls Act 1976.

Provides for the use of STV to be optional in two ways:

by resolution of a local authority; or

by the raising of an electoral petition requiring a local authority to conduct a binding poll on whether or not STV should be adopted.
