The basis for the 1994/95 method of cost allocation was that the fee for individual banks should comprise a fixed element, representing a flat fee for basic supervision and policy development/maintenance, as well as a variable element which broadly relates to the intensity of supervision which different banks receive. This intensity varies according to the size of the bank and, in the case of international banks, on the allocation of supervisory responsibilities between New Zealand and overseas banking supervisors.

In determining fees, the Reserve Bank has regard to the costs of banking supervision. In the 1994/95 financial year, the Reserve Bank sought to recover approximately 50 percent of the anticipated cost of the Reserve Bank’s banking supervision function. As fees will be determined on the same basis as in that financial year, the fees payable pursuant to section 79 and determined in accordance with this notice will recover approximately 45 percent of the anticipated cost of the Reserve Bank’s banking supervision function for the 1995/96 financial year.

Amendment to Notice
Pursuant to section 6 (3) of the Reserves Act 1977, and a delegation from the Minister of Conservation, the Regional Conservator of the Department of Conservation, Wellington, hereby amends the notice Revocation of Reservation over a Reserve published in New Zealand Gazette, 19 October 1995, No. 117, page 3679, by deleting the Schedule and substituting in its place the following Schedule.

Wellington Land District—Kapiti Coast District
1290 square metres, more or less, being Lot 2, D.P. 63027, situated in Block III, Kapiti Survey District. Vested on D.P. 63027.

Declaration That Land is a Reserve
Whereas there is doubt whether the lands described in the Schedule hereto are reserves within the meaning of section 2 of the Reserves and Domains Act 1953; then pursuant to section 6 (1) of the Reserves Act 1977, and to a delegation from the Minister of Conservation, the Regional Conservator of the Wellington Conservancy of the Department of Conservation hereby declares that the said lands are reserves within meaning of the Reserves Act 1977, with the classification of local purpose reserve (public gardens) to be known as the Wellington Botanic Garden.

Revocation of the Reservation Over Reserves in Taihape Specifying the Manner of Disposal and How Proceeds of Sale Shall be Utilised
The Regional Conservator, Wanganui, acting under delegated authority, removes the reservation as municipal reserve over the lands described in the Schedule hereto, and further declares that the said lands may be disposed of by The Rangitikei District Council at current market value, the proceeds from any such sale to be paid into the council’s reserves account, such moneys to be used and applied in or towards the improvement of other reserves under the control of the council, or in or towards the purchase of other land for reserves.
