Harmonised System Tariff Changes

Significant changes are being made to the Harmonised Commodity Description and Coding System, effective from 1 January 1996. These changes affect approximately 10% of commodity classifications.

The HS changes, which New Zealand is obliged to implement, are at tariff heading (4 digit) and sub-heading (6 digit) level, but will affect the tariff item (8 digit) level as well.

No tariff rates should increase or decrease because of these HS changes.

A new Tariff document, incorporating both the HS changes and the 1997 - 2000 tariff phasing programme, is currently in preparation.

The following is a summary of areas affected by the HS changes.
